DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Statement of Work:
The Allegheny National Forest is soliciting a contract for the operation, maintenance, testing, recordkeeping and reporting of the North Central Lagoon at the Bradford Ranger District, located at 29 Forest Service Drive, Bradford, PA. The contractor is required to furnish all labor, material, equipment, tools, transportation and supplies sufficient to operate the system. No repairs to the system are authorized as part of this contract.
The normal plant operating season is April 15th-October 30th, however, in the event of a large inflow, operation of the facility in the winter may be needed to pump the lagoon to prevent the system from overflowing. The contractor will be required to seasonally startup and shutdown the system, in April and October/November (weather dependent for shutdown). The North Central Lagoon Operation and Maintenance Manual, as well as Water Quality Management Permit will be supplied to the successful bidder. Portions of both are included herein and as Attachments A and B. The contractor is required to adhere to standards set forth in both the Operation and Maintenance Manual and the Water Quality Permit. Note: References of “supplies of repair parts” that not associated with daily operation and performing repairs within the standard Operation and Maintenance of the system are not included as part of this contract.
General Description:
The North Central Lagoon Wastewater Treatment Facility (Facility) is located within the Allegheny National Forest, Corydon Township, McKean County, Pennsylvania. Specifically, the Facility is located adjacent to the Bradford Ranger Station (BRD), on the southwest corner of the intersection of PA Routes 59 and 321, approximately 15 miles west of Bradford, PA.
The Facility was originally constructed in 1976 to treat and dispose of two primary sources of sewage flow:
1. Sewage collected from various vault toilets and holding tanks located throughout the Allegheny National Forest recreation areas, and
2. Sewage pumped directly from the Bradford Ranger Station.
The North Central Lagoon wastewater treatment facility includes a receiving pit with coarse bar screen, a comminutor, a primary aeration lagoon, a chlorine contact tank, a holding pond, a spray irrigation pump, and a spray irrigation field. The facility also contains a small control building which houses electrical and pump controls, chemicals, and a hydropneumatic water tank. A duplex grinder pump station is located off-site to pump sewage from the Bradford Ranger Station to the Facility. The system is operational year- round and spraying is permitted between April 15 and October 31. During the winter months, the Facility acts as a large holding pond. The water level in the lagoon is pumped down in the late fall, and sewage from the Bradford Station slowly fills the lagoon over the winter. No vault sewage is delivered to the Facility during this time, and no spray irrigation is intended to occur throughout the winter. Typical operations include adjusting control timers for proper aeration, setting irrigation pumping cycles, testing effluent to determine suitability for spraying, screening and grinding incoming truckloads of waste, and general recordkeeping.
The North Central Lagoon Wastewater Facility shall be operated to meet the following discharge requirements:
Carboneaous Biochemical Oxygen Demand (CBOD) 25 mg/L Total Suspended Solids 30 mg./L Fecal Coliform Bacteria 200 col/100 mL pH 6-9 Operation of the spray irrigation system is permitted from April 1 to October 31 of each year, and in November only when frozen/snow covered ground conditions do not exist. Otherwise, wintertime spray irrigation is not permitted. In addition, depending on soil moisture conditions in the spring when facility operations commence, spray irrigation may not be possible without overland runoff (which is prohibited).
In this case, the contractor shall store all wastewater generated until such time as spray irrigation can begin/resume.
Spray irrigation is not permitted if more than 0.5'' of rain is received during the previous 24-hour period as measured by an onsite rain gauge. In addition, the contractor shall effectively monitor the soil moisture conditions in the spray field areas, especially periods of excess soil moisture, and operate the spray irrigation system such that runoff does not occur. This may involve a "waiting period" after precipitation events to allow time for the soil to drain sufficiently before the next application of effluent.
Application of effluent shall be managed to prevent run-off of effluent from the permitted sprayfield and ponding of effluent in the spray area.
Required Certification:
Operator Qualifications: The Operator shall have a minimum 3 years of experience operating wastewater treatment plants. The Operator shall meet all PADEP Wastewater Treatment Plant Operator Requirements sufficient to operate this facility. Credentials and licenses for Operator shall be provided as part of this solicitation.

· Check the pump station at the Bradford Ranger Building to ensure that it is operating properly.
· Check all components of the treatment facility, including the spray nozzles, to ensure that they are operating properly.
· Record volume of wastewater pumped to the spray irrigation system.
· Record the volume of all truckloads of sewage dumped into the receiving pit.
· Clean the mechanical bar screen. Put screenings inside garbage can located near the tank.
· Manually turn the spray irrigation system pump on and off for the required number of hours.
· During winter months, perform periodic inspections of Lagoon to ensure that it does not overflow. Inform COR of need to pump the system if necessary.
· Monitor solids level within the Lagoon. If levels of solids become high, inform COR for the need of removal.
Daily
· Check the pump station at the Bradford Ranger Building to ensure that it is operating properly.
· Check all components of the treatment facility, including the spray nozzles, to ensure that they are operating properly.
· Record volume of wastewater pumped to the spray irrigation system.
· Record the volume of all truckloads of sewage dumped into the receiving pit.
· Clean the mechanical bar screen. Put screenings inside garbage can located near the tank.
· Manually turn the spray irrigation system pump on and off for the required number of hours.

· Make sure all laboratory data and the monthly EMR is recorded and kept as a log onsite.
· Ensure that the building is clean, secure, and in good repair.
Annually
· Inspect liner in treatment lagoon and holding lagoon for any holes. Inform COR of any perforations for repair.
· Copies of the maintenance log, volume of effluent sprayed log are kept up to date and stored in a location onsite.
Seasonal System Startup and Shutdown
See attachment A for seasonal startup and shutdown procedures.
Reporting and Sampling:
Spray Volume and Effluent Monitoring Requirements: The effluent quality after disinfection (prior to spray irrigation) must be sampled and analyzed for the parameters found in Table 1. The total effluent volume sprayed must also be monitored and reported.
This data must be submitted on the monthly Effluent Monitoring Reports (EMRs) digitally and received by the DEP within 28 days of the end of the month. During months in which the system is not operating, EMRS must still be submitted showing no discharge

AWARD DETERMINATION
The Forest Service’s source evaluation will be based on best-value principles. Accordingly, award will be made to the responsible Offeror whose proposal provides the greatest overall value to the Government, price and other factors considered. This best-value determination will be accomplished by comparing the value of the differences in the technical factors for competing offers, based on their strengths, weaknesses, and risks, with differences in their price to the Government. In making this comparison, the Government is more concerned with obtaining superior technical capabilities than with making an award at the lowest overall cost to the Government. However, the Government will not make an award at a significantly higher overall price to achieve slightly superior technical capabilities. As technical scores become closer, price will become more important. Technical Factors are significantly more important than price. Only Offerors that demonstrate acceptable submission to the Government of all items in Section L of this solicitation (or amendments thereof) will be considered for award.
TECHNICAL EVALUATION FACTORS (of equal importance)

2. Available Qualified Personnel
