The file "122436 O5 - Attachment D - Performance Guarantees.xlsx" is a performance guarantee document for the State of Nebraska Department of Administrative Services' Pharmacy Benefit Manager (PBM) solicitation. The document details specific performance criteria for a PBM contract serving approximately 13,600 enrolled members, including active employees, pre-65 retirees, and COBRA participants. The contract will run through June 30, 2029, with options to renew for two additional one-year periods, and the benefit plan year will commence on July 1, 2026. The RFP (#122436 O5) was released on June 9, 2025, with proposal responses due by July 18, 2025, and an anticipated contract award in October 2025.
The performance guarantees outline detailed metrics and financial penalties for various administrative and service elements, with penalties ranging from $2,000 to $50,000 per occurrence. Key performance areas include implementation accuracy, claims processing, system performance, member services, and administrative responsiveness. The document specifies precise requirements such as 99.9% financial accuracy for claims, 99.5% mail service dispensing accuracy, and system availability standards. Penalties are structured to ensure accountability, with payments to be made via ACH and not offset against administrative fees. The performance guarantees emphasize transparency, timeliness, and high-quality service delivery across multiple operational domains.
