Solicitation for IT Dispatch Support Service

Statement of Work

The United States Tax Court is a national court that hears only tax disputes. The Tax Court is based in Washington, D.C., but maintains field courtrooms with IT equipment in thirty-six (36) GSA-managed Federal buildings in various cities throughout the United States. (See Appendix A for locations of field courtrooms and IT equipment at each location.)

The contractor shall provide dispatch services as requested to replace and troubleshoot IT equipment in the field courtrooms. Contractor access to these locations will be during normal business hours unless otherwise specified in the task order.

Dispatch services may include, but are not necessarily limited to, replacing telephones, routers, switches and back-up batteries. Typically, in the event of equipment failure at the remote location, the Court’s IT staff would configure and ship a replacement device to the field courtroom, where the contractor would remove the failed device and install the replacement. The Court’s IT staff would then remotely test the replacement device to make sure the contractor performed the work correctly and the replacement device was functioning properly.

Offers must include a detailed price list for a variety of dispatch response times to the field courtrooms for each of the fiscal years ending September 30, 2015 and September 30, 2016.

Offers must explain how the offeror would provide service in each city listed in Appendix A, including for each city whether services would be provided by the offeror directly, or by subcontractors. For each city which the offeror expects to serve by subcontractor, the offer should explain whether the offeror has a current relationship with the subcontractor, and the extent and history of that relationship.

The offer should demonstrate that the contractor has a thorough understanding of the services that may be required, and the institutional capability to provide them. The offer should describe the contractor’s and the contractor’s employees’/subcontractors’ relevant certifications. In addition, offers may include no more than six (6) past performance descriptions and references with respect to projects undertaken within the past three (3) years that are similar in scope, size, and complexity to the work described herein. Offers may also include resumes of key personnel and/or individuals who will provide the services requested.

The maximum amount which the Tax Court may be required to pay under the contract in any government fiscal year is $24,000.

Time and Manner for Response

Offers must be submitted on or before 5:00 p.m., EST, Friday, January 16, 2015, by email to btindall@ustaxcourt.gov in PDF form.

Term of Contract

This contract shall be for an initial term of 8 months, from February 1, 2015 through September 30, 2015. The Court may extend the term of this contract for up to an additional 12 months by written notice to the contractor no later than August 29, 2015; provided that the Court gives the contractor a preliminary written notice of its intent to extend no later than August 1, 2015. The preliminary notice does not commit the Court to an extension. The Tax Court anticipates extending the terms of this contract by a 12-month period corresponding to the government fiscal year ending September 30, 2016, but is not required to do so.

Basis for Award

(1) Evaluations will be conducted in accordance with the United States Courts’ Guide to Judicial Policy, Volume 14 (Procurement). The merits of each proposal will be evaluated carefully. The evaluation will consider the scope of work, evaluation criteria, evaluation standards, and any applicable non-price technical factors such as past performance and resumes. Paramount consideration shall be given to the evaluation of technical factors. The evaluation will take into account information obtained from references provided by the offeror, and other relevant past performance information obtained from other sources known to the Tax Court.

(2) The award will be made on a competitive best-value basis, using “tradeoff” between price and non-price factors. The Tax Court may elect to award to other than the lowest priced offeror, or to other than the offeror with the proposal that is highest rated on non-price factors.

(3) Although technical factors are of paramount consideration in the award, price will also be important to the overall award decision. All evaluation factors other than price, when combined, are significantly more important than price. However, price may become a critical factor in source selection in the event two or more offerors are determined to be essentially equal following the evaluation of all factors other than price.

(4) Price will be evaluated for reasonableness in relation to the requirements. In addition, a final best-buy analysis will be performed, taking into consideration the results of the technical evaluation and the price analysis.

(5) The Tax Court may request any offeror to meet with the Tax Court evaluation team members and make an oral presentation, including taking questions and explaining aspects of the technical proposal and/or price proposal.

(6) An award will be made to the offeror whose proposal conforms to the requirement and is most advantageous to the Tax Court with technical merit, price, and other factors considered.
