Solicitation: 12168120Q0035
Date: 16 September 2020
AMENDMENT 01:
QUESTIONS AND ANSWERS:
1. QUESTION: Do we need to use straw for mulch after we seed?
RESPONSE: No, the organic material from stumps can be used as a mulch.
2. QUESTION: The seed will not all grow with the change of weather coming soon. Will it need to be reseeded in the spring?
RESPONSE: No.
3. QUESTION: Do the subcontractors we use need to do the WH347's (I think we just have to check subcontractor on the WH347 and enter their info)?
RESPONSE: Yes. Subcontractors are required to pay the Davis Bacon rates in accordance with wage determination attached to the solicitation and any resulting contract. The subcontractor submits its certified payrolls to the prime contractor who then submits those to the contracting officer. An SF1413 form will also be required to be signed for each subcontractor. A blank form is attached to illustrate what is required to be submitted after contract award.
4. QUESTION: Can we burn the stumps instead of chipping them?
RESPONSE: No. We are trying to incorporate the organic material (stumps) into the soil.
5. QUESTION: The skid roads only need to be smoothed out as needed and not reshaped?
RESPONSE: Correct, the idea is to remove any ruts, not to create proper road surfaces. The smoothing to prevent water pooling and/or running off. Final surface to be smoothed from shoulder to shoulder.
6. QUESTION: The description of work on page 5 paragraph 3 states to mulch the wood in the piles, but also to mulch the rock as well. I'm not sure how that is done.
RESPONSE: Rocks greater than 6” should be crushed and incorporated into the soil, or placed on the perimeter.
