SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Description/Specifications/Statement of Work
C.1. Introduction, Location and Background Information
The Finger Lakes National Forest is located within the towns of Lodi and Covert in Seneca County, NY and the town of Hector in Schuyler County, New York. During late August 2018, the Finger Lakes National Forest and towns surrounding endured a flash flood event with 24 hour rainfall exceeding 8 inches. On the Finger Lakes National Forest, damage was most notable to pond, stream, and riparian habitats and associated infrastructure such as pond dykes and culverts that control and sustain these habitat types. Requirements outlined in this contract are designed to restore, repair, and improve these habitat types and prevent further degradation to water quality and associated habitat.
C.2. Scope of Work
Bid items are separated into four categories for construction work as follows: Pond Habitat Restoration, Riparian Habitat Restoration, Trail Drainage Restoration, Road Erosion Repair. Description of work items and access by bid items follows, but it is the responsibility of the prospective bidder to familiarize themselves with the site. An optional pre-bid meeting may be scheduled in the solicitation. Work may begin upon issuance of a notice to proceed and consultation with the COR immediately upon award.
Period of performance ends 06/01/2019.
Pond Habitat Restoration Items Pond habitat restoration involves three ponds within grazing pastures on the FLNF that suffered damage to their dykes/impoundments during the August 2018 flood event. All three ponds have the potential to fail, causing further erosion and sedimentation and subsequent harm to water quality. Description of sites by bid item number follows:
Bid Item 1: North Wilkens Pond Dredge and Dyke Repair:
North Wilkens pasture lies north of Wilkens Road in the town of Lodi, Seneca County, NY (see map).
The pasture has two ponds that serve as water access for cattle and wildlife species. The western-most pond has a breached dyke. Dredging, Dyke Repair, and Site Rehabilitation activities must be completed at this site as specified in C.3.
Bid Item 2- South Velie Pond Dredge and Dyke Repair South Velie Pasture lies north of Matthews road and west of Burnt Hill Road in the town of Hector, Schuyler County, NY (see map).
