RFQ 1215699 SEND Explorer Plus Annual Support & Maintenance i This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

ii Solicitation Number: 1215699. This is a Request for Quotes.

iii the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-04_2.

Addenda (Additional Terms and Conditions) xv Software Maintenance Minimum

All software new version release during the contract performance period.

All software bug fix patches during the contract performance period.

All usual manual updates due to the software upgrade during the contract performance period.

All Deployment and installation documents due to the software upgrade during the contract performance period.

No maintenance or support performed under this contract shall reduce the accessibility compliance (Section 508) of the software.

xvi Customer and Technical Support Minimum

The contract shall provide OCS with customer and technical support during the contract period:

Answering questions regarding SEND Explorer Plus from FDA Users.

Help OCS and FDA OIMT Deployment team to modify vendor’s technical documents for software upgrade, installation and system configuration in FDA’s developed, test, pre- production and production environments.

Provide real time consulting for FDA deployment team when FDA asks for help and technical insight of software upgrade.

Brand Name Justification

Note the format of this justification uses the format at FAR 6.303-2, modified to reflect that the procedures in FAR subpart 13.5 were used in accordance with 41 U.S.C. 1901 or the authority of 41 U.S.C. 1903.

1) Agency: U.S. Food and Drug Administration

Contracting Activity: Office of Acquisition and Grant Services

2) This is a brand name justification.

3) The service required is software maintenance and support for the application SEND Explorer Plus. Estimated value is $67,000.

4) The authority is FAR 13.501 (a).

5) The requirement is for ongoing support for Send Explorer Plus software, which is owned by the FDA. Only the original software publisher is qualified to support their software.

6) The combined synopsis/solicitation, including this justification, are posted to FBO.

7) The anticipated cost to the Government will be fair and reasonable.

8) Market research determined that only the publisher of SEND Explorer Plus can provide maintenance and support.

9) No other facts.

10) No other sources have expressed interest in the acquisition.

11) The agency will periodically access whether it s till has a need for SEND Explorer Plus and/or maintenance.

12) The Contracting Officer certifies that this justification is accurate and complete to the best of the contracting officer’s knowledge and belief.

13) This justification contains no supporting data.
