The government is seeking responses that demonstrate clear evidence that competition would be advantageous, cost-effective, and would not hinder the mission objective. Potential respondents are invited to submit comments or questions to Contract Specialist Kimberly Bunn at kimberly.p.bunn.civ@health.mil, with the subject line "Notice of Intent Submission 12150361". The government emphasizes that this is not a request for quotes or proposals, and will not be responsible for any costs incurred by respondents in preparing a response. The determination to proceed with a non-competitive procurement remains solely at the government's discretion.
