About this file

This document is a Special Conditions specification for a demolition project issued by the Neighborhood & Economic Operations Department for the City of Jackson, Michigan, involving the property at 1208 Page Ave. The project requires comprehensive demolition of a 31,654 sq. ft. commercial building/house, with specific requirements including hazardous materials abatement per MIOSHA and DEQ regulations, site clearing, and restoration. Key deliverables include removing the structure, foundations, and asphalt surfaces, compacting backfill, installing new curb and gutter, replacing 1,078 linear feet of public sidewalks, removing chain link fencing, and regrading the site with topsoil and seeding.

The project involves specific environmental and site restoration mandates, such as planting two 2" caliper Japanese Lilac trees, removing stumps and brush, and ensuring minimal impact on adjacent properties. While no explicit total budget is stated, the complexity suggests the project may exceed $50,000. Contractors must be prequalified on SAM.gov, provide environmental insurance, and comply with federal standards, particularly HUD requirements. The solicitation includes provisions for small, minority, and women-owned businesses, with specific technical specifications for utility service termination, asbestos abatement, and site restoration. Liquidated damages of $1,000 per calendar day will be assessed for delays beyond the completion timeline.
