SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 SCOPE OF CONTRACT
The performance-based services covered in this solicitation and resultant contract require the Contractor to furnish all labor, quality control, equipment, supervision, transportation, operating supplies, and incidentals, except those items, if any, listed as Government Furnished Property (GFP) (Section G – Contract Administration).
The awarded contract is for commercial timber harvest unit layout, boundary painting, data collection using GPS, tree marking services, and cruising located on the Newport/Sullivan Lake Ranger Districts and any portions of the Three Rivers Ranger District administered by the Newport Ranger District of the Colville National Forest, with the majority of work being commercial timber harvest unit layout. The end results required under this contract are to layout harvest units, paint harvest unit boundaries, GPS, mark trees following silvicultural prescriptions, and cruise in harvest units to the standards included herein and to the standards stated in the Timber Cruising Handbook (FSH 2409.12) Chapter 50 - Area Determination, Layout Specifications Guide, Boundary Marking Guide and in the Government’s Quality Control Plan.
Period of performance is the award date through November 30, 2020. Currently, the Government is estimating the work to span the 2019 Field Season with all the work being completed prior to seasonal shutdown in 2019. It is estimated that work may be started as early as June 1, 2019. If option items are awarded, work could be completed during the 2019 or 2020 Field Season, depending on funding availability. Offerors need to take into consideration that bid items issued on Work Orders must be completed within the required calendar days adhering to F-4, Minimum Daily Production Rates.
C.2 LOCATION AND DESCRIPTION
Orders may be issued at any location on the Newport/Sullivan Lake Ranger Districts and any portions of the Three Rivers Ranger District administered by the Newport Ranger District of the Colville National Forest. The anticipated location of work for the 2019 Field Season will be in the Ione Project Area. The project area covers approximately 32,000 acres, with approximately 10,900 acres being treated, and is located within the Selkirk Mountain Range of northeastern Washington, northwest of Ione, Washington.
Elevations in the project area range from approximately 2,000 feet on the lower Pend Oreille River to approximately 6,000 feet at the top of Baldy Mountain. Slopes in the area range from 0 to 75 percent, with an average slope of less than 50 percent.
Units shown are in the preliminary stage and may be changed. Sample maps are provided in attachments. Final maps will be provided with the Orders.
Accessibility: The project area may be reached by forest roads that are accessible by standard pickups during the normal operating season (May 15 through November 15). Foot travel to and from areas averaging 0.5 to 1.5 miles will be common. Occasionally walking distances in excess of 1.5 miles will be required. In order to obtain access to the areas affected by seasonal road closures, the Contractor must schedule work accordingly. Forest Visitor Maps are available upon request from the District.
Roads located behind CFR closures will require permission for vehicle access. Roads behind closures will not be maintained by the Forest Service for vehicle travel. There are some roads within the Project areas that are not owned by the Forest Service and are gated. The Contractor will have to walk in or make arrangements with the private land owners to access these roads.
Motorized Equipment: Use of motorcycles or 4-wheelers will not be permitted off designated roads.
Motor Vehicle Use Maps (MVUM) identify those roads, trails, and areas designated for motor vehicle use and can be obtained as PDFs from https://www.fs.fed.us/recreation/programs/ohv/ohv_maps.shtml or in printed form from the District Office.
C.3 TECHNICAL SPECIFICATIONS – LAYOUT
Unit boundaries will be flagged with blue ribbon and determined by utilizing the unit boundary implementation maps. Boundary adjustments will be made due to logging feasibility, riparian habitat conservation areas, unsuitable forest lands, and to meet standards for ground-based equipment and other logging systems, following the Unit Layout Specifications Guide. B. Inspection Procedures
1. Layout will be accepted on the basis of visual inspection by the Contracting Officer through the Contracting Officer’s Representative or designated inspector.
2. Boundary painting will be accepted on the basis of formal or visual inspection by the Contracting Officer through the Contracting Officer’s Representative or designated inspector. The Contractor’s inspection data will be provided to the Contracting Officer before the Forest Service begins its inspection. A minimum of twenty five (25) percent of the total distance listed on the unit will be inspected. This will constitute a minimum inspection for determining satisfactory performance, which will be based on a pass/fail evaluation.
3. Tree marking will be accepted on the basis of formal and visual inspection by the Contracting Officer through the Contracting Officer’s Representative or designated inspector. A minimum of five plots per treatment unit will be taken to determine if the specifications were met. The number of plots will vary depending on unit size and complexity of the marking. Either fixed plots or variable plots will be used to inspect the work on a Unit or group of Units. Satisfactory marking will be determined using the formula stated below in section C – Determination of Acceptable Work. Each formal plot will determine acceptance based on quality of painting of trees and whether trees selected meet the adjective of the written marking guide and/or prescription. This will constitute a minimum inspection for determining satisfactory performance.
4. GPS will be accepted on the basis of visual inspection by the Contracting Officer through the Contracting Officer’s Representative or designated inspector. The GPS traverse will meet the standards as stated in the Forest Service Timber Cruising Handbook 2409.12, Chapter 50-Area Determination.
This will constitute a minimum inspection for determining satisfactory performance.
5. Whenever administratively practical, inspections will be done weekly as the work progresses.
6. All handwritten work will only be accepted if completely legible. This includes, but is not limited to paperwork, information on ribbons, stakes and trees.
7. The Contractor shall notify the Contracting Officer when work commences and shall keep the Contracting Officer informed of any changes in the Contractor’s work schedule. Government inspection will take place after the Contractor’s self-inspection.
8. Contractor self-inspection shall be done in accordance with the Contractor’s Quality Control Plan.
9. Contractor shall provide and use an inspection system acceptable to the Government
10. The Contractor shall make periodic inspections while layout and marking is in progress to assure work is proceeding satisfactorily. Records of the inspection shall be maintained for the life of the contract and shall be available to the Contracting Officer upon request.
C. Determination of Acceptable Work

3. Tree Marking Inspection
i. The inspections will be made via a series of fixed or variable plots.
ii. At each inspection plot, the inspector will determine if the Contractor met the marking and quality standards within the marking prescription and contract to determine the following:
a. Total trees on the plot.
b. Total number of acceptable trees.
c. Total number of unacceptable trees.
iii. The total number of unacceptable trees divided by the total number of acceptable trees tallied on the inspection will determine the percentage of unsatisfactory work. 100% minus percentage unsatisfactory work = percent satisfactory work.
Number of unacceptable trees ---------------------------------- X 100 = % Unsatisfactory work Number of acceptable trees 100 - % Unsatisfactory work = % Satisfactory work
4. GPS The Government inspector will check data collection settings and feature shape. Failure to meet the required minimum quality shall require rework.
i. Electronic Files The Government inspector will check data collection settings and confirm that data matches layout in field. If electronic files are created from hard copies, 100% accuracy is required between hard copies and the electronic files. Failure to meet the required minimum quality shall require rework.
5. Cruising
i. Cruise plots will be accepted on the basis of formal and visual inspection by the Contracting Officer. Enough plots and trees will be inspected to meet the check cruise standards within Timber Cruising Handbook (FSH 2409.12). This will constitute a minimum inspection for determining satisfactory performance.
ii. All handwritten work will only be accepted if completely legible.
6. System/Temporary Road Layout The Government inspector will check system or temporary road location. Failure to follow specifications in the System/Temporary Road Layout Guide will result in rework.
D. Unsatisfactory Work. Work not meeting specification shall be reworked prior to payment.
Repeated failure to perform work (two re-works) may be grounds for termination for default.
E. Re-Examination Upon Contractor’s Request. If the original inspection results are not acceptable to the Contractor, a re-inspection may be requested in writing. The same inspection procedures will be followed, but different plots or trees will be measured, different parts of the boundary will be checked, or different GPS areas will be inspected. If the re-inspection confirms the original inspection as not meeting standards, the Contractor shall reimburse the Government for actual costs incurred for making re-inspection. Failure to pass on third inspection may be grounds for termination for default.
