2. Addendum to FAR 52.212-4.
FAR 52.212-4(g) Invoice is tailored as follows:
The Forest Service is utilizing the Invoice Processing Platform (IPP) for the electronic submission and tracking of contract invoices and payments. IPP is a secure Government-wide, Web-based invoice processing service. Visit http://www.ipp.gov to learn more.
Upon award of a contract, Contractors must register at https://www.ipp.gov/vendors/enrollment-vendors.htm. Contractors shall submit all invoices electronically via IPP. Paper copies of invoices are not accepted. The Contractor must also attach an invoice which clearly identifies the contract line item number, description, quantity, unit price and total amount being invoiced.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)

Part (D): Contract Documents, Exhibits or Attachments
1. Performance Work Statement/Scope of Contract
a. Description Of Work In Terms Of Results Or Outcomes
Timber sale unit boundaries (see attached map(s)) are to be painted (with tracer paint) and posted (with tags) to the specifications below on all units outlined in the Schedule of Items above. Lengths in the Schedule of Items are approximate. The Forest Service will provide traversed lengths to the Contractor prior to performing work. Boundaries have been flagged on the ground with blue flagging. The posting and painting may not deviate from the flag line more than 5% as determined by the Contracting Officer through the Contracting Officer’s Representative or designated inspector.
b. Measurable Performance Standards
Once notified by the Contracting Officer that a timber sale in the schedule of items is ready for posting and painting, the Contrator will have 30-days to complete the work to the specifications below. The unit of measure will be linear foot of perimeter on the horizontal plane. Measured distance will be determined by the Forest Service traverse. Common boundaries will be paid at the unit price.
c. Acceptable Quality Levels (AQLs)
i. Monitoring Method
A. Boundary posting and painting will be accepted on the basis of formal or visual inspection by the
Contracting Officer through the Contracting Officer's Representative or designated inspector. A minimum of five (5) percent of the total distance listed on the unit will be inspected. This will constitute a minimum inspection for determining satisfactory performance.
B. The Government inspector will check Boundary Tags, Line locations, Boundary paint, Spacing between tags and painted trees, Stump marks and tracer paint. Failure to meet the required minimum quality shall require rework.
ii. Incentives/Disincentives for Meeting or Not Meeting the Performance Standards
A. Work not meeting specification shall be reworked prior to payment.
2. Location and Description
The Timber Sales listed in the schedule of items are located approximately 5-10 miles south of Randle, WA.
Sales are located in Twn 10N and 11N, Rg 6E and 7E. See attached maps.
3. Technical Specifications
a. Boundary Marking Specifications
i. Forest Service tracer paint will be used for marking unit boundaries. A paint accountability protocol will be set up between the Forest Service and the Contractor prior to beginning work. Tags will only be required as described below and will be supplied by the Forest Service.

ii. Boundary trees will have painted stripes on three sides; one on each side indicating the direction of the boundary and one facing into the unit. Stripes should be wide and long enough to be clearly seen from a distance -- at least 2” wide by 16” long.
iii. Two paint marks (butt marks) in the crevices of the stump continuing onto the forest floor on the downhill side of each boundary tree is required. If the stump has moss on it or debris, the base of the tree where butt marks are placed will be scraped clean so that the butt marks painted directly on the tree. If the tree gets paint then it must have two butt marks!
iv. On units with common boundaries, paint is required to be used on the same tree for both units.
v. Major corners indicating a significant change in boundary direction will be monumented using a combination of tracer paint and tags on the same tree. These trees will already have been wrapped with three bands of blue ribbon by the USFS crews.
vi. Major corners will have two tags placed on them forming an “L” (see diagram below) as well as two stripes of paint on either side of the tree indicating the boundary direction, as described in #2 above.
vii. From the corner, two trees in each direction of the boundary (forward and backward) will be tagged and painted with orange tracer paint. The three tagged and painted trees are to be visible from the corner.
viii. Units that abut private/non-federal land are to have paint and tags on the property line on the Forest Service side.
ix. From any location along the boundary, paint and/or tags must be clearly visible and identify the unit number and indicate the direction and location of the boundary. Boundary trees with unit numbers (painted number) shall be spaced no more than 100 feet apart.
x. On each tag posted on the boundary, the sale name and unit number are to be written on the tag.
xi. Tags will be attached to boundary trees with a minimum of 5 staples, one in each corner and one in the center. One slash of paint on each corner of the tag will cover the corner of each tag and spread onto the bole of the tree.
xii. Tags and paint stripes will be at a point 5-7 feet above ground level. No paint or tags shall be located over 10 feet above ground level.
xiii. The marking of boundary trees should provide for unquestionable determination of Included Timber and the ability to accurately re-establish original boundaries.

4. Contractor Quality Control System
The Contractor shall identify the quality control inspection system it will use to ensure that contract specifications will be achieved. At no time shall the contractor rely upon Government inspections to provide notification of unsatisfactory performance. The Contractor shall produce written inspection records in a format and at times and places satisfactory to the Contracting Officer. Inspection records shall be made available upon request of the Contracting Officer and be maintained until the date of contract closure. The Contracting Officer may observe the Contractor's inspection at any time and shall otherwise have unlimited access to the inspection data.
5. Government Quality Assurance Surveillance Plan
a. Inspection
• Compliance Inspection--The Contracting Officer may, by formal inspection, determine if the specified methods of work have been used. Failure to use specified methods shall require prompt corrective action. Failure to take prompt and satisfactory corrective action may be cause for termination of Contractor's right to proceed and the contract considered in default.
i. Work shall be inspected as Treatment Unit or groups of Treatment Units assigned in the Task Order.
Quality and pay rate shall use the same groups.
ii. Inspection Procedures:
