CONTRACT DOCUMENTS, EXHIBITS OR ATTACHMENTS
SCOPE OF WORK
1. SCOPE OF CONTRACT
This project is for the maintenance, operation, repair, data collection and analysis for the Wind River Gage, Mount Adams Ranger District, Gifford Pinchot National Forest.
Offerors are encouraged to tour and personally evaluate work requirements. Only by a physical inspection of the gage can the offeror become aware of existing conditions.
2. LOCATION AND DESCRIPTION
The Wind River Gage is located on the lower Wind River, immediately downstream of Shipherd Falls, near Carson, Washington. It is accessed by an unimproved path down steep forested sideslopes on the Windriver. For additional location information contact Bengt Coffin at 509-395-3425.
3. FIELD VISITS
Standard United States Geological Survey (USGS) procedures must be used for all work accomplished at the site.
Contractor will conduct five visits the first year and three per year for the following years to the stream gaging station to make streamflow measurements, download data from the data logger, and maintain all equipment to ensure it is in good operating condition. Dates of discharge measurements to be determined in consultation with Forest Service.
Field notes will be recorded to document channel conditions that affect the stage-discharge rating.
Digital photos will be taken of the river looking upstream and downstream of the gaging station during field visits to further document flow conditions.
Elevation of the water surface will be read from the staff gage and compared to the stage reading from the data logger to ensure that instrumentation is working properly.
Instrumentation at the gaging station will be kept in good operating condition.
Documentation of field visits, work accomplishments and results of measurements will be provided to the Forest Service following each field visit.
Repair needs will be documented and relayed to the Forest Service, and repairs would be done by the contractor only after receiving authorization from the Forest Service.
4. DATA ANALYSIS AND RECORD COMPUTATION
Standard United States Geological Survey (USGS) procedures must be used for all data analysis and computations.
Contractor will use the results from discharge measurements, to check the base stage-discharge rating table and develop new ratings as needed.
Solicitation No. 1205K318Q0036, Maintenance and Operation of Wind River Gage, Mt. Adam’s Page 15 of 31
