The government will not attribute to the offeror, as an organization, the experience or the past performance of its managers, proposed key personnel, or proposed subcontractors. If an offeror has no record of its own, it will be evaluated accordingly. However, the government will evaluate the experience and past performance of managers, proposed key personnel, and proposed subcontractors, separately and consider its findings when determining the best value.
The government will determine whether their experience and past performance offsets the risk of doing business with an offeror that has no experience and past performance of its own. The government will consider only the experience and past performance of subcontractors that would perform work that is significant both technically and in proportion to the total work.
