The Contractor shall furnish all labor, equipment, supervision, transportation, operating supplies and incidentals to do the job.

The project includes ponderosa pine cone collection and whitebark pine cone collection on Fremont Winema National Forest caged trees.

All seed cones picked and seed collected are the property of the Government. All cone cages are the property of the Government and shall be returned to the government at a designated location.

Period of Performance - Estimated start work date of 1 September 2018. The Contractor shall be required to

(a) commence work under this contract within 7 calendar days after the date the Contractor receives the notice to proceed from the COR,

(b) prosecute the work diligently, and

(c) complete the entire work ready for inspection not later than 30 days. The time stated for completion shall include final cleanup of the premises.

Specific areas for Ponderosa will be determined by available cone crops on individual trees within identified breeding zones.

Whitebark pine collections will be limited to the following districts: Silver Lake, Paisley, Lakeview, Bly, Klamath and Chemult. Specific areas for Whitebark Pine will be determined by available cone crops within conservation areas.

Additionally, trees which have been tested and proven to be resistant to White pine blister rust will receive priority.

Prior to start of work, the Government will furnish Contractor(s) with Project Area Map(s) showing specific locations of trees.

Access

The majority of ponderosa trees selected for cone collection are within 300 feet of a forest road, accessible by a standard pickup. The Forest Service assumes no obligation to plow snow or do special maintenance to keep roads open. Some trees may be located behind recently closed or obstructed roads. Contractor should expect some walk-ins up to ¼ mile.

The majority of whitebark pine trees selected for cone collection are within 1000 feet of a forest road, accessible by a standard pickup. The Forest Service assumes no obligation to plow snow or do special maintenance to keep roads open.

Some trees or sites may be located behind recently closed or obstructed roads or trails. These sites will require walk-ins of up to 1.5 miles. No adjustments will be made for price due to walk-ins.

Performance Based Information Sheets shall be considered as part of the Technical Specifications.

Seed cones shall be picked from trees designated in the task order and on the Picking Sequence Sheets, and Project Area Maps.

B. Seed Cone Standards

1. All seed cones harvested shall be from the current calendar year seed cone crop.

2. Cones may be harvested by squirrels, damaged by diseases, frost, and insect attack making the cones worthless for harvest. If prior to the Contractor climbing a tree, the COR determines the cones are not worth harvesting or too few in numbers, the Contractor shall be instructed to not climb the tree.

3. When no Government representative is present at the collection site, the Contractor shall be required to conduct a cone survey (see chart below) prior to climbing each designated tree to ensure that the minimum number of cones are available to be picked in the clean picking area. Contractor shall use the survey procedure specified in Section titled Contract

Documents, Quality Assurance Surveillance Plan, INSPECTION OF TREE CLIMBING AND TREE SEED CONE HARVEST, B.1, through B.4.

MINIMUM NUMBER OF CONES AND BUSHELS NEEDED TO CLIMB AND PICK AND MAXIMUM NUMBER OF

BUSHELS TO PICK

SPECIES MINIMUM CONES NEEDED Maximum bushels

Ponderosa Pine 50 3 Whitebark Pine 20 ALL caged cones or clusters

If the Contractor determines that the minimum numbers of cones do not exist on a tree, he/she shall record the whole tree number and cone survey count on a cone tag. The cone tag shall be securely attached to the tree at its base.

The Government reserves the right to make the final determination and Contractor may be directed to climb and pick the tree.

4. Minimum numbers of cones needed to climb and pick trees are applicable to individual bid items.

5. Cones ripen at different times depending on the weather, elevation, aspect, etc. It is the contractor’s responsibility to complete the work in a timely manner so as to avoid cone loss due to flared cones or squirrel harvest. No payment will be made for trees which cones have already flared or those trees which have been unsatisfactory picked.

6. Cone lots shall not be contaminated with cones of other species or contain more than 1/2 pound of trash per bushel or a proportional amount for quantities less than one bushel. Cones not of the current year's crop, twigs, leaves, rocks, grass, etc., shall be considered trash.

C. Tree Climbing

1. The government may specify the order in which trees are climbed and cones harvested.

2. When no adequate climbing limbs are available at ground level, all trees shall be climbed with ladders which do not damage the tree bole or limbs. Climbers shall wear soft soled shoes or boots such as tennis or running shoes when climbing in these species to reduce damage to the tree. Cones shall be hand picked only. Limited use of spurs may be authorized with prior approval of the COR.

3. Live branches shall not be deliberately broken, debarked or cut.

4. If the Contractor determines that a tree is unsafe to climb, the Contractor shall leave a note securely attached to the tree base specifying, in detail, the reason the tree is not safe to climb including the nature and location of the hazard.

5. All designated trees shall be climbed unless a substitute tree is designated by the Contracting Officer. In the event squirrels harvest the cones of a cone collection tree, the Contracting Officer may designate a substitute tree, (if available).

6. All designated trees shall be climbed unless the minimum numbers of cones are unavailable for picking

7. When a tree is climbed, the Contractor shall tie a piece of colored flagging at the highest point in the tree from which cones were harvested. The flagging shall be in an area of the tree visible from the ground.

D. Seed Cone Sampling

The Contracting Officer may require the Contractor to pick sample cones from designated trees in the following manner:

1. No less than three (3) cones shall be picked randomly from the top 2/3 of the tree.

2. Cones collected from (1) above will be sliced lengthwise, parallel to the cone axis, to determine whether they contain an acceptable quantity of exposed, sound seed on one cut face. Minimum average number of ripe seed exposed on one cut face of cone shall be:

# Seed per Species Cut Face

Ponderosa pine 5 seeds

Whitebark pine 2 seeds

3. These cones shall be sampled by the Contracting Officer for soundness, maturity, quality and quantity of seed.

a. Seed shall be considered sound when the endosperm and embryo are developing normally and there is no evidence of insect, disease, climatic, or other types of damage.

b. Seed cones shall be mature. Seed cones shall be considered mature when sound seed in them have a hard brown seed coat; white, solid and nutlike kernel; a uniform cream or yellow colored embryo; the embryo fills 90% of the embryo cavity; and seed can be removed from the cone scales without detaching the seed wing.

4. If the sampled cones are determined to be unfit for picking, the Government may terminate further picking from the tree.

5. If minimum cone quality standards are repeatedly not being met, the government may terminate all or any portions of the contract.

E. Cone Picking

1. The Contractor shall bag cones in the tree. Cones in bags shall be slowly lowered to the ground.

2. The Contractor shall pick, from the clean picking area, the quantity of cones specified by species, if the number of cones to be picked is less than "ALL", the following shall be required:

2. Cones that are not properly identified will not be accepted for payment.

3. Only items 5,6,10 and 11 of the cone tag shall be completed by the contractor.

4. All cones shall be placed in government furnished bags. Bags shall not be filled with more than one bushel.
