CONTRACTOR
JUSTIFICATION (Correlate to Descriptions and Items in Block 14, SF30):
52.222-42 Statement of Equivalent Rates for Federal Hires. (MAY 2014) In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor (29 CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.
Employee Class
Monetary Wage - Fringe Benefits
Grounds maintenance
$16.03/hour + $4.48 /hour fringe
Background Checks Background checks are required to comply with Presidential Directive HSPD-12 that requires “for unescorted entry into a Federal facility, the individual will have a background investigation on file.” The contractor shall promptly, within five calendar days of employee being selected for work on this contract, furnish the Contracting Officer a complete list of the name, address, social security number, date of birth, and work phone of each employee engaged in the performance of this contract. The information will be used to perform a background check on each employee. The government may require additional data to establish the identity of each employee having access to Government buildings or facilities at this location. In the event of a change in employees, the Contractor shall inform the Contracting Officer promptly of the change, normally within five calendar days, after the new employee hire or employee dismissal.
The cost of each employee background check is approximately $200. The contractor shall reduce their monthly invoice for the cost of all background checks required in that month. The Contracting Officer will notify the Contractor of the actual cost of the background checks.
At contract start, if all contractor or subcontractor employees don’t have completed Background Checks, they can enter the building if the supervisor accompanying them has a current background investigation. If none of the contract employees, have background checks at contract start, they will be allowed to enter the building only after having provided proof of a criminal investigation check (fingerprint check) for each employee entering the building.
USDA must indicate that all applicable contractor employees requiring routine physical access to Federally-controlled facilities must go through the identity proofing and registration process, must have been successfully identity proofed, and have a successfully adjudicated National Agency Check with (Written) Inquiries (NACI) or Office of Personnel Management (OPM)/National Security (NS) community background investigation to serve on the contract.
The procedures to be followed by contractors and contractor employees are specified in DM 4620-002. https://www.ocio.usda.gov/document/departmental-manual-4620-002
Q. I may have missed it in the contract but with all the irrigation work (startups, repairs and winterizations) that are being requested as part of this work there is a state of Oregon requirement to have a license through the landscape contractors board to do this type of irrigation work.
A. As a government facility and contract we would not require them to have this license. I would expect that most contractors that do landscaping and don’t have this license would be able to subcontract out that work.
The Hole Also for the hole, no sprinklers maintenance is required for this area, government assumes all responsibility of watering this area, any damage or die off of lawn area due to lack of watering is on the government and not the landscape contractor. This area mowed fertilized (weed and feed) This also will be under the same requirement of the grass height Grass Height Change in grass height requirements will be changed to maintain grass between 2 ½” and 3 ½” inches on all lawn areas except around the COIDC building.
Irrigation monitoring of sprinklers heads Vendor will have 24 hours to fix sprinkler heads Pruning Juniper Hedges 3 to 4 feet maximum.
Also the optional quote items When Aeration & thatching all equipment must be Weed Free (Power Washed before arriving at Redmond Air Center)
