About this file

This is a solicitation amendment to re-open a Miscellaneous Heavy Equipment Incident Blanket Purchase Agreement (I-BPA) for the USDA Forest Service Region 6 Pacific Northwest under the Virtual Incident Procurement (VIPR) program. The amendment conducts an open season onboarding process to add additional contractors to the existing multiple-award I-BPA originally solicited under number 1204H124Q7001. This is a 100% small business set-aside with a response deadline of March 7, 2025 at 5:00 PM PST, with submissions required through the VIPR Vendor Application. The equipment and personnel will support local, regional, and nationwide fire suppression, all-hazard incidents, and prescribed project work across the Pacific Northwest region.

Vendors must meet mandatory qualifications including a valid email address, Unique Entity ID (UEI) number, active SAM registration, and USDA Level 2 eAuthentication account. Proposed rates should be based on up to 16-hour daily shifts and must include all equipment, materials, supplies, transportation, lodging, and certified personnel necessary to meet agreement specifications. Contractors will select from available regional dispatch centers, with preference for those closest to their resource location to optimize response times and travel costs. The award decision and resulting I-BPA terms will be identical to the original solicitation, including evaluation factors and period of performance. Interagency cooperators including DOI, NPS, BIA, and state agencies may optionally use awarded resources subject to their specific payment and administrative terms. The USFS Fire and Aviation Management Regional Program Office will conduct annual reviews to determine if additional contractors or resources should be added during the annual Contracting Officer review period.
