About this file
This document contains questions and answers regarding federal contract solicitation 12048923R0017 for mechanical piling services at the Okanogan-Wenatchee National Forest in Naches, Washington. The questions and answers provide clarification on operating machinery during fire season, the boundaries and flagging of units requiring piling and mastication, and the eligibility of using air curtain burners. Specifically, machinery waivers for fireline construction will be considered based on conditions, the units were part of previous timber sales and boundaries should be marked, and air curtain burners were not included as an option in this particular solicitation but may be explored in future projects.

Quesons and Answers (Quartz)
1. IFPL Fire Levels: Will brush piling machinery be eligible to operate during IFPL III by waiver if ability to construct fire line is present? Yes, if the equipment has the ability to construct fireline. Approval will also be based upon on-site condions. Addional fire suppression tools/equipment may be required to be on-site before a waiver is granted.
2. Are the units that need mascated and landings that need piled flagged off?
The units for both projects are part of a previous mber sale, so the physical boundary should have the flagging/tags from those sales. There is an obvious end point to each unit due to the mber removed. We have georeferenced shapefiles of each individual unit which show the borders for mapping purposes. A map of the units should have been included. We don’t have actual tracks of the skid trails since they weren’t collected during the harvest but are creang tracks for maps to be used for the project which are based off of recent aerial imagery of the units that show the skid trails.
3. We operate air curtain burners or air curtain incinerators (ACI) as an alternave to open slash burning or chipping. would this kind of service be useful on this project?
There is no language for using air curtains incinerators in either of those contracts, so I believe using them for these current projects wouldn’t be possible. We are very interested in using them future projects but for this project we didn’t include anything for incinerators. That will be something explored more in future projects.

6. On Page 34, under Submit for Review, the Individual Task Order form cannot be located in the solicitaon.
This was added in error. This requirement is not a Task Order, verbiage is removed.
