RFI's for Solicitation 12-046W-19-R-0003 Camp Host Site for Eagle Creek Group Campground Renovations
1. The 3rd party material testing scope of work is a little vague. Please confirm the exact testing requirements that will be required for the GC to cover (compaction/concrete samples, etc.).
There is no third party testing necessary, as long as you are using standard mixes for concrete and asphalt. The compaction method does not lend itself to outside testing, you just need to meet it.
2. Please confirm if the contractor or PUD is providing the 3'-4' boulders per Note 10 /Sheet 3.
The contractor is to provide the boulders.
3. Spec section 01 50 00-2.02A states that the contractor is to provide a field office. Is this needed? If so, are there size/features that the field office must meet?
If the contractor wants a field office they can provide a small trailer, but it is not required for this contract. This is an error in the editing of the specification.
4. The pricing sheet lists 5 base bid items and 4 add options. How would you like the contractor to include such items as general conditions and OH&P?
These items should be included in the line items of the bid in proportion to the work being done in that line item.
5. Solicitation Part L-13 - General states, "Proposal shall be submitted in two parts: a technical proposal and a price proposal. Each part shall be separate and complete in itself." Solicitation Part M- Bottom of Page 44 states, Provide the following with your proposal:
- Page 2 of solicitation -Page 3 (Schedule Item Pricing)
- Page 27-32 (SM certification, SAM verification & Tax Liability certification) -Technical evaluation proposal -Bid Bond.
Please clarify if the Technical Proposal should be submitted as one separate package and price as another separate package or if you just want one proposal package to include everything as listed in Part M - Bottom of page 44 of Solicitation.
All documents can be mailed (submitted) in one envelope. We ask that you keep the Pricing proposal as one document and the Technical proposal as one document; this is for the evaluation purpose.
6. The price schedule listed on Page 3 of the solicitation and the definition of bid items in part 1.02 of specification section 00 30 10 differ from each other. Please confirm which one is correct.
The Schedule B included in the updated specifications is the correct Schedule for the purpose of the bid. Section 1.02 of 00 30 10 is a partial description of the work so that you know what should be covered under the bid. Additionally Item 3 should read Item 2.
7. Page 3 of the solicitation lists the contract duration as 200 calendar days while the pricing schedule included one page before specification section 01 10 00 states that it is 100 Calendar days. Please clarify the period of performance.
The correct duration is 100 days. Additional time may be added if the options are exercised.
8. Specification section 01 23 00 - 3.02-A-2 states that we are to provide vent screen in main room. Please provide details on these vents such as manufacturer/make/model. The existing screens are not present on site.
This is Government provided property and was missed being listed in the solicitation documents.
9. Please specify the required PSI for the concrete and compaction requirements for the different types of earth work (under building slab, trenching through roads, general trenching, etc.).
The strength of the concrete should be 3000 psi.
The compaction requirements can be found in Specification 31 23 16, Part 3 – Execution, 4.01 Construction, H. Backfill.
10. Note 4.4/Sheet 5 and details 4&5/Sheet 7 shows hollow core steel doors and frames while spec section 08 11 13 listed hollow core wood doors and frames. Please clarify what the new door frames and slabs consist of.
Please follow the specification, hollow core wood doors and frames are the correct type for this contract.
11. How are we to handle rock excavation if it is encountered?
No blasting is allowed. If a rock is encountered enlarge the excavation and remove. If it is excessively large stop work on that piece of the project (as it is a change condition) and consult with the CO on a solution.
12. Is a licensed septic tank installer required to install the holding tank?
No, as this is being used as a holding tank not a septic tank.
13. What base is required in the bathrooms?
There is no baseboard in the bathroom. If you were meaning the base under the concrete slab, it should be standard crushed aggregate used for under concrete slabs.
14. Are we to do anything with the existing windows?
No that work is not a part of this contract.
15. Are bathroom mirrors required?
No mirrors wanted in this contract.
16. There are different schedule B’s in the RFP. Which schedule B are we to use?
Use the Schedule B in the updated specifications.
17. Can we use the temporary toilets, temporary water and temporary power available on site?
No, the toilets are for public use, and I would think they are too far away from the actual work. The water system will be shut down during your period of construction. There is no power on the site other than what is being provided in this contract. The contractor can hook up to it as long as the temporary feed is inspected by the county and the contractor pays for the electricity used.
18. Since the camp site will be used during the scope of work, are there work hour restrictions?
The campsite will not be used during the scope of work. The work does not start until the end of the camping season when the site is no longer in use.
19. Who is responsible for paying electrical permit fees and inspections?
The Contractor is responsible for all electrical inspections and fees. At this time the PUD will be install the feed to the site. The contractor is not responsible for that work other than coordinating with the PUD for the trenching.
20. Will a plumbing permit and inspections or any other permits and inspections be required?
No, other than the electrical inspections, all inspections will be conducted by the Government.
21. What is the substrate underneath the wood flooring in the main room and how is the wood flooring currently fastened to it?
Unknown, but since the existing flooring is nailed to the substrate, it is assumed to be wood.
22. Photo 29/Sheet 23 states that the floor refinishing will require shortening of floor boards to prevent buckling during the winter months. During the site visit, it was discovered there were a couple areas that were buckled 1.5"-3" and appeared to not be attached to the substrate. Could you please provide a little more in depth explanation about what is expected on the floor shortening/refinishing scope of work?
The flooring needs to be laid down in such a way so it does not buckle in the winter.
23. The documentation provided does not identify a lay-down area for equipment, deliveries, or job trailers. During the job walk it was verbally communicated that the park would be closed to the public during the construction period. Meaning the contractor has access to the entire area behind the gate. I am seeking confirmation on the above. Dwg reference: Page 22 of 23 (drawing package) photo 17 and 20.
The area will be closed to the public during construction and the staging/delivery areas will be identified after award, I was assuming at the pre work meeting.
24. Notes require that existing wiring and boxes be removed. Can the contractor use the existing box and add an extension box for conduit run?
All the existing electrical boxes will be removed and replaced with new.
25. Some of the old wiring may be inaccessible in wood members. Is selective demo in these areas acceptable?
In difficult areas selective demolition of the existing wiring will be permissible, but the existing wire will not be reused.
26. Meter on Overlook building is 200A but panel is only 100A is this correct?
Yes, the meter is for possible future electrical additions.
27. PUD rules state that the maximum length for a 200A 3” conduit is 150’ but drawing shows 300’. Is there an exclusion letter from PUD?
PUD has reviewed the drawings and has not mentioned this. Since the wiring will be Government owned we are fine.
28. We are feeding 2 separate services with 1 conduit. Primary feed splits at overlook building transformer. Is this an approved method by PUD?
PUD has reviewed and the transformer is a feed through transformer that allows this.
29. Drawing shows Contractor to pull secondary to camp host site. All other runs by PUD. Is this correct?
Yes this is correct.
30. Drawing shows 200A stainless steel meter for overlook building this is the only stainless piece. Is this mandatory?
Yes.
31. Specifications require ¼” rope for conduits but PUD requires flat rope (mule tape). Which is preferred method?
Please use what the PUD calls for.
32. Specification requires tracer danger tape and tracer wires for buried conduits. Is there 1 water and 1 for electrical or both are required for electrical conduits?
Tracer and tracer wire will be supplied for both water pipes and electrical conduits.
33. On drawing sheet 12 there shows an extra notation for a 3rd LED01 in the woman’s restroom but no light symbol. Is this a typo?
It is a typo, there are only 2 LED01 fixtures.
34. In section B of the solicitation there are 9 options for bidding. As an electrical contractor we only are interested in a few to submit to the generals we are working with. My question is for option 3 “installation of electrical service” Does this cover from the pole to each meter and then from the meter out is under scope for options 4 for the camp host pedestal wiring and option 5 for the electrical in the restroom building? Or does all electrical work get bid under option 3 for the entire project?
No, the electrical work does not all fall under Item 3, it is split between the various items.
File details come from the government source that posted it.
