JOE SPRINGS PIT CRUSHING & AGGREGATE EXTRACTION

Amendment 1, Page 2 of 3 Dated 10/21/2019

2. Amend paragraph 3 under the Statement of Work section on page 4 of the solicitation. Strike the final completion deadline of August 31, 2020 and replace it with September 30, 2020. Further, amend FAR 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984) Alt I, paragraph 1, page 14 of the solicitation. Strike the final completion deadline of August 31, 2020 and replace it with September 30, 2020.

Given the site development required, the government determined that it was reasonable to provide one additional month of contract time.

3. Amend Attachment 2, FSSS 320 – Stockpiled Aggregates, Subpart 320.03 Quarry Site as follows. Strike sentence 3 starting with the words “Place all merchantable logs” with the following language: “A merchantable tree is defined as a tree measuring 7 inches DBH or greater for which an 8 foot or longer piece may be manufactured. Merchantable trees shall be cut from the stump at a height of less than or equal to 1 foot from the ground. To ensure that merchantable trees don’t break, contractors shall not push merchantable trees over with heavy equipment. Merchantable logs need not be limbed, bucked or topped. Place all merchantable logs into decks adjacent to the stockpile(s) or existing roads (see Attachment 5).”

After conferring with contractors and USFS timber professionals, this specification was written to balance the need for aggregate production with timber sale operational needs.

4. Amend Attachment 4 – LOCAL FOREST – SPECIAL CONDITIONS, Clause entitled LANDSCAPE PRESERVATION as follows. Add the following section to the end of the clause.

(c) The Contractor shall conduct operations in a manner to minimize effects to the Broadfruit Mariposa, a USFS sensitive plant species. This species has been recorded within the meadow above Joe Springs Pit (see attachment 6 for photos) and is known to bloom in July. Contractors may position a mobile crushing unit within the pit or in the crushing area shown on Sheet 4 of the plans. As this site is on the margin of the pit and at the edge of the meadow, it may be leveled and developed for placement of a mobile crushing unit so long as it is restored in a like manner to the pit floor; graded to drain, edges of the excavation sloped back, spread with topsoil and seeded. If developing the crushing site at this location requires blasting, that would be acceptable. Contractors are prohibited from locating mobile crushing units within the center of the meadow. To minimize effects to the Broadfruit Mariposa, developing crushing and stockpile sites in locations currently covered by trees is preferred. Contractors shall also minimize ground disturbance within the meadow by selecting haul routes carefully and/or utilizing conveyors.

5. Amend solicitation to add Attachment 5 – Broadfruit Mariposa photos.

6. Amend the solicitation by adding Attachment 6 entitled Joe Springs Pit – Adjacent Timber Sale Roads. This map identifies a second alternate stockpile site that has been approved by the government as well as existing timber sale roads.

7. Amend Attachment 2, FSSS 320 – Stockpiled Aggregates, Subpart 320.04 Aggregate Haul as follows. Add the following sentence: “Restrict aggregate haul to roads 9339 and 420, US Forest Service system roads.”

8. Amend Attachment 2, FSSS 156 - Public Traffic, Subpart 156.05 - Temporary Closures as follows. Strike sentence 1 and replace with the following: “Road segments may be closed temporarily for items such as blasting and equipment mobilization and demobilization.” Further, Amend FAR 52.211-10 Alt I on page 14 of the solicitation as follows. Strike sentence 3 under the first bullet statement and replace with the following. “Requests for US Forest Service road closures must be submitted to the CO at least two weeks prior to the closure; closure of Idaho County Road 493 shall be coordinated with the Deer Creek Highway District.”

9. Amend Addendum FAR 52.212-1 Instructions to Quoters Tailored, Section (b)(9) 2. Work Plan/Proposed Schedule to add the following bullet under the words “Specifically address:”

· General Plan of Operations outlining planned locations for crushing and stockpile locations and haul routes.

Further, strike the last paragraph of this section and replace with the following: “In addition, the government will assess the strengths, weaknesses and risks of the plan as it relates to meeting the project specifications, minimizing erosion and damage to Broadfruit Mariposa plants, managing public traffic and meeting performance deadlines.”

RESPONDENT SHALL ACKNOWLEDGE RECEIPT OF THIS AMENDMENT BY ONE OF THE METHODS OUTLINED IN BLOCK 11 OF THE SF-30 FORM. DEADLINE FOR RECEIPT OF QUOTES REMAINS UNCHANGED.
