Solicitation 12034319R0009, Amendment 0002, SF30 Continuation Page(s)

The following clarifications and changes are hereby incorporated into the solicitation and any subsequent contract:

1. Are any of the bridges in designated U.S. Wilderness Areas?

Response: No

2. Do the seed projects need to be completed in sequence 1-4?

Response: No

3. Please provide a weight limit for the current bridges in seed 1 and 2.

Response: The truck’s specific axle weights and spacing are needed to provide the upper weight limit that could be allowed through our overload permitting process. However, neither bridge is currently load-posted so highway-legal trucks may cross them without an overload permit. This includes all vehicles with a GVW up to 120,000 pounds that comply with the Federal Bridge Formula.

4. Please provide an approximate size of the diaphragms under Keep Kool-Copper.

Response: The requirement to replace the diaphragms has been removed from the seed project.

5. What is the performance period for the seed projects? If it is for 2020 that will make a difference with our supplier quotes, etc.

Response:

Seed Project #1, Lincoln Area Bridge Repairs: Estimated start date June 2020 with anticipated completion by September 30, 2020. (See Scope of Work)

Seed Project #2, E Fork Reservoir Bridge Repair: Construction during 2020 field season with anticipated completion not later than September 24th. (See Scope of Work)

Seed Project #3, NFSR 9790D Road Construction: Period of performance is 45 calendar days.

Work is required to be completed not later than September 2020. (See Scope of Work)

Seed Project #4, East Fork Chicken Creek Bridge Construction: Period of Performance is 60 calendar days. Construction may take place during field season of 2021. (See Scope of Work)

6. Seed Project #4, East Fork Chicken Creek Bridge Construction, Attachment 4.1, Paragraph 7, Work Schedule is hereby changed to read

FROM:

“The period of performance for this work is 60 calendar days. All work shall be completed prior to August 30, 2020.”

TO:

“The period of performance for this work is 60 calendar days. All work shall be completed prior to August 30, 2021.”

7. Concerning Seed Project No. 3, confirm that there is no planned import material to be used for the construction of the new road? It appears that there will be hauling of excavated material from within the project site and placement of that material at other locations along the new road, but I want to make sure the contractor will not be required to purchase import material for placement (site balance).

Response: As described in FSSS 105.02 and as shown on the project plans, embankment materials and structure backfill material will be utilized from on-site material or at the borrow source location at the Mystic Lake trailhead.

8. Concerning Seed Project No. 4, can you please confirm if the embankment, riprap and crushed aggregates are to government furnished?

Response: Embankment & riprap are to be government furnished as shown in the plans and specifications. Crushed aggregate and coarse granular backfill are contractor furnished, as described in FSSS 105.02.

9. On the Keep Cool Copper seed project, there is a work item to replace diaphragms "in kind”, schedule of items shows 14 each, estimated quantities sheet 2/5 shows 16 each. Nowhere that I can find does it describe the diaphragms and I cannot tell from the picture if it is a glu-lam or solid sawn piece. Do you have any information to help me estimate the diaphragms?

Response: The requirement to replace the diaphragms has been removed from the seed project.

10. Seed Project #4: East Fork Chicken Creek Bridge Construction specification section 151.01 Description, paragraph 1 is hereby changed to read

FROM:

“This site is solely accessed by the West Rosebud Road (County Road 425). A bridge crossing West Rosebud Creek on West Rosebud Road is located approximately 12 miles northeast of the project site. This bridge is currently posted at 25 tons for a Type 3 truck.

Based on the Montana Department of Transportation load rating, the bridge has the capacity to handle legal loads (25/36/43 tons) for the Inventory Rating.”

TO:

“This site is solely accessed by the West Rosebud Road (County Road 425). A bridge crossing West Rosebud Creek on West Rosebud Road is located approximately 12 miles northeast of the project site. This bridge has been improved and no longer has a posted load restriction. This bridge is open to any type of highway legal traffic”

11. Seed Project #1: Lincoln Area Bridges Repair Schedule of Items, Item No. 557(06) is hereby deleted in its entirety. Sheet 3 of 5, Work Item number 5 is hereby deleted in its entirety.

12. The following paragraph is added to section M-2

“In accordance with FAR 16.505(b)((2)(D), the government may determine, in order to meet a minimum guarantee, to limit the number of seed project awards to any given MATOC awardee.

Based on this the Government may award to other than the lowest price per any given seed project.”

13. The solicitation due date is hereby extended by 7 calendar days. The new due date is August 14, 2019 at 3:00 PM MT.
