PART IV - REPRESENTATIONS AND INSTRUCTIONS
SECTION M - EVALUATION FACTORS FOR AWARD
M- 1 Evaluation Criteria
The assessment for award will be based on five (5) evaluation factors: Four (4) non-price technical factors (experience and capability, project management, safety, past performance) and price. All technical factors are equal in importance; however, when combined, they are approximately equal to price. Offer of award may be made to other than the lowest priced offeror. The offeror that represents the best value to the Government will be selected for award in accordance with FAR 15.1 Source Selection Processes and Techniques.
Technical Evaluation Factors: Technical Proposals are required for the evaluation of offers. Contractors must submit the required information to be considered for contract award. Commitments made in the offeror’s technical proposal will be incorporated into the awarded contract. The following factors shall be used to evaluate offers. These factors are approximately equal in importance.
Factor 1: Experience and Capability Proposal
Minimum Requirement:
The Offeror shall submit information that demonstrates experience in construction of facilities in similar size, scope, and complexity of this project. The Offeror shall provide and Experience and Capability Proposal that contains the following:
• How the work will be organized and performed in accordance with the specifications, drawings, terms and conditions of the solicitation.
• Project work plan indicating how you intend to accomplish the work by giving as much detail as you consider necessary to fully explain the proposed technical approach or method. Include how the work will be organized and performed in accordance with the specifications, drawings, terms and conditions of the solicitation.
• Proposed progress schedule outlining time frames and sequence of work for project completion. The progress schedule should at a minimum detail how the contractor intends to prepare the site, the type of equipment to be used on the project, and plans for oversight and inspection. The progress schedule must conform to the timing restrictions outlined in the specifications (sections 151 and 156).
• List the fabrication shop to be used for the fabrication of the structural steel components. Include its credentials as a member of the AISC Quality Certification program, as required in the specifications (section 555).
• Quality Control Plan that demonstrates the offeror’s ability to successfully manage the material submittal process, and ensure subcontractor compliance with contract documents. Plan shall address the offeror’s experience with, and commitment to, the requirements in the Contractor Quality Control section of the specifications (section 153).
Experience and Capability Proposal is limited to 15 single pages, exclusive of table of contents, tabs, and dividers. Pages in excess of the limit will not be evaluated.
Factor 2: Project Management
Minimum Requirement:
Proposal must demonstrate, as a minimum, that the following key personnel: Project Manager and Site Superintendent(s), have experience in managing projects/contracts of the same/similar dollar magnitude, size, complexity and scope, in the capacity in which they are proposed for this project. Additionally, this information shall be provided for all proposed subcontractors in the same format and level of detail as prescribed for the Offeror. Proposal shall also state how often the Project Manager shall visit the work site. Offeror will be evaluated to the extent to which it describes the means and methods to be employed to promote safety, quality control, and cost control.
Offeror shall list any OSHA citations received in the last five years and provide an explanation as to why the issuance of a citation and the satisfactory resolution of the discrepancy. Offeror shall describe its approach to the management of changes issued against the contract and describe how it intends to resolve anticipated problems and propose solutions as a result of the work. Offeror shall identify any cost savings to the project both from a technical and managerial approach

• An adequate discussion of steps taken to promote safety during construction during the past three (3) years.
Factor 4: Past Performance
The Government will evaluate the Offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the Plans and Specifications. Offeror will provide the following to include the contract number, contracting officer or customer name with contact person and phone number, description of project, dollar amount, and subcontractors used (if any):
• In one list, describe all contracts and subcontracts currently in process.
• In a separate list, describe all contracts and subcontracts similar in nature and complexity to that required by this solicitation and especially any contracts entered into with Federal, State and local governments and commercial customers completed by your firm in the last three years.
• Submit completed Past Performance Questionnaire that is included as attachment in RFP
The Government may contact the offeror’s references for information and may review performance ratings on file for prior projects the offeror has performed. Past Performance information obtained from sources other than those identified by the Offeror may be used. If an Offeror has not commented on negative past performance evaluations obtained by the TEB the Offeror may be given the opportunity to clarify and/or mitigate adverse past performance during exchanges (clarifications, communications, or discussions) after receipt of proposals (FAR 15.306). A “Past Performance Questionnaire” has been provided for your use to be completed by references for previous work identified. Submit to your past Owner – Client references to complete and direct them to return their responses to the Contracting Officer.
If discussions are required, and past performance issues remain, these issues will be addressed during discussions. Lastly, IAW FAR 15.305(a)(2)(ii), offerors are authorized to provide information on problems encountered on the identified contracts and the offeror’s corrective actions.
Price:
The completed Schedule of Items B-1 shall suffice for a price proposal.
This criterion will (1) consider price reasonableness, and (2) be used to help determine the offeror’s understanding of the work. Reasonableness will be determined by evaluating other offered prices received and making comparisons to the Independent Government Estimate and past prices paid for similar types of work.
The contract line items shall also be evaluated to determine whether any line items are materially unbalanced.
M- 2 Award Statement
The assessment for award will be based on four non-price technical factors and price. When combined, the four non-price technical factors are approximately equal to price. Offer of award may be made to other than the lowest priced offeror. The Government will award the contract to the offeror whose offer represents the best value to the Government. Where technical proposals are determined to be substantially equal, cost may control award.
Technical proposals will be evaluated and ranked by an evaluation panel according to the criteria in Section M- 1 (a). The panel will not have access to the price proposal during the technical evaluation process.
See Section L- 5 for instructions for submitting proposals.
The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarification as described in FAR 15.306(a)). Proposals should be submitted initially on the most favorable terms, from a price and technical standpoint, which the offeror can submit to the Government; however, the Government may, after evaluation of proposals, conduct further oral or written discussions as appropriate, with all offerors whose proposals are within a competitive range.
