Kootenai County Hazardous Fuels Reduction
A. PERFORMANCE WORK STATEMENT
DESCRIPTION
The Kootenai Fuels Reduction Project Area is located within the wildland-urban interface (WUI) as defined by the Kootenai County Wildland Urban Interface Task Force. The resource area is located very close to home sites, private lands, and other critical community infrastructure. A severe wildfire in the area could result in the loss of lives, structures, and private land values in addition to environmental values such as forest cover, wildlife habitat, soil productivity, water quality, timber value, and scenic quality. The primary objectives of the Kootenai Fuel Reduction Project are to reduce surface and ladder fuels in the wildland-urban interface (WUI) of Kootenai County in order to reduce potential wildfire behavior. Fuel reduction will limit the spread of uncontrolled wildfires across ownerships which threatens values at risk and enhance and facilitate suppression actions within the WUI, therefore protecting public safety. This will also protect highly valuable communication infrastructure located on National Forest System Lands along with collaborating and engaging with local partners to reduce impacts from wildfire to the community.
These fuel breaks will be constructed through noncommercial thinning and pruning, followed by piling and burning of the residual slash and surface fuels. The result is reduced surface and ladder fuels which will help protect the home and/or private land in the event of a wildfire. The objective of the fuel break locations is to reduce surface and ladder fuels to diminish the potential fire behavior near homes, structures, private property, and access routes.
All slashing, pruning, hand piling, grapple piling and pile covering will be completed throughout the Kootenai Fuel Reduction Project Area all located within Kootenai County, Idaho. Elevation ranges from 4200 to 2200 feet within the units, and slope ranges from approximately 5-60%. Areas over 35% slope and riparian areas will be hand piled, anything under the 35% slope may be grapple piled. Certain unit areas have National Forest Trail Systems throughout that will need the trail tread protected if grapple piling equipment is to be used. Approximately 320 acres will need to be hand piled and 118 acres will be available for grapple (or hand) piling.
B. LOCATION
Multiple locations throughout the Coeur d’Alene River Ranger District within Kootenai County: These units are in English Point, Canfield Mountain vicinity, Eastside of Hayden Lake and up Fernan Creek.
Refer to maps for unit locations and access points.

CONTRACTOR FURNISHED ITEMS
Contractor will come with any personal protection equipment approved by the government to accomplish all tasks.
D. CONTRACTOR WORK REQUIREMENTS AND STANDARDS
SPECIFIC WORK REQUIREMENT:
(438 acres total): Slashing, pruning, hand piling, grapple piling and pile covering.
Cut all woody understory vegetation (alive or dead) that is 6’’ DBH and less; stumps and stobs created from severing will be less than 6 inches in height. Follow Silvicultural Prescription for specific site needs.
Leave trees greater than 12’ feet in height should have all lower branches pruned to a height of 8’.
Pile all slash between 0.25 and 8’’ inches in diameter at the large end. Slash that is less than 0.25 inches in diameter or greater than 8 inches in diameter shall be left on the ground to decompose. Slash and pile any blown-down material less than 8”.
Orient the piles 15 – 25 feet away or out from under the canopy of trees that are to remain on site (whichever is greater). Build the piles in a conical shape without significant gaps in the center. Piles will have a fine fuels component in order to initiate the burning of the pile when operations are planned.
Avoid stacking slash in horizontal rows that simulate a firewood stack, they do not burn. Piles built as specified above will be between 3.5 – 6 feet in height and a maximum of 8 foot in diameter. Material to cover the piles shall be provided by the contractor. Cover material shall be thick craft paper or 4-mil polyethylene plastic such that at least 50% of the pile’s surface area shall be covered. Favor the downhill side of the pile for covering.
Slopes greater than 35% and riparian areas will be hand piled rather than grapple piled. These units include 13, 20, 20A, 20B, 20C, 21A, 22A, 22C, 23A, 23B, 24A, 24B, 25A, 25B, 26C, 26D and 31. Only units available for Grapple Piling under this contract are 9A, 9B, 9C, 9D (English Point). Certain unit areas have National Forest Trail Systems throughout that will need the trail tread protected if grapple piling equipment is to be used and if trail tread is damaged it will need to be repaired.
Piles should not be placed within 15 feet of any private improvements, such as fence lines and no piles should be placed on National Forest Trail System Trails or within 15 feet of any National Forest improvements such as Trail Head signs etc.
PERFORMANCE STANDARD (Slashing and Bucking). For Slashing units, a Silvicultural Diagnosis and Prescription will be included for the individual Units. The Contractor shall select and monitor leave trees in order to achieve the requirements specified for each unit.
All trees, other than leave trees or specified regeneration trees, shall be cut below the lowest live limb, except when prevented by natural obstacles. All live limbs below the cutting point shall be removed.
Trees shall be completely severed from the stump. Stump height shall not exceed 6 inches above ground level or 4 inches above natural obstacles. Stumps shall be cut horizontally, not slanted, to avoid creating ‘punji sticks’.
Kootenai County Hazardous Fuels Reduction
Cut trees shall be felled away from unit boundaries, roads, telephone lines, established trails, stock driveways, fence lines, established land corners, and streams. Any trees falling on such areas shall be removed. Any tree felled into private land shall be pulled back into the thinning unit. No slash will be left on the cut banks or culvert basin and outlets. All thinning slash shall be placed on or near the ground surface, so that it is not leaning against or suspended by an uncut tree, stump, log, or any obstacle. Snags may not be cut unless the Contractor elects to fall them for safety reasons, and receives concurrence from the Government prior to felling. Snags should be felled prior to selecting leave trees within a distance equal to the height of the snag in the direction of fall. All slash, including pre-existing slash, shall be bucked into specified lengths as stated in the specifications.
PERFORMANCE STANDARD (Handpiling). Slash to be handpiled shall include all material from ¼ inch diameter up to and including 8 inches in diameter at the large end. Piles built shall be be between
3.5 – 6 feet in height and a maximum of 8 foot in diameter. Piles shall be located at least 5 feet away from any residual green tree (anticipated fall burning dripline), and 15 feet from unit boundary. If conditions make it impractical to locate piles so that damage to residual green trees can be avoided, an area designated by the Forest Service will be cleared and used as a piling area.
Piles shall be constructed reasonably compact and free of soil to facilitate burning. Piles shall also be constructed with enough fine materials (less than 1 inch in diameter), such as twigs and needles to easily ignite and burn the pile. All piles shall have a sturdy base to prevent the pile from toppling. Piles shall not be constructed on downed logs or stumps. Material in piles shall be orientated in one parallel direction and shall not be “teepee” stacked.
