PERFORMANCE WORK STATEMENT

1.

DESCRIPTION OF WORK and PROJECT LOCATION

1) Pedestrian surveys will only occur on landforms possessing 15% slope or less. The transect spacing and definition of differing survey classifications are shown in Table 1.

Table 1. Survey classifications and their associated transect widths and definitions.

Survey Classification
Definition
Transect Type
Open Forest
Ground surface can be consistently observed beyond 10 meters
30-meter transects.
Heavily Forested
Ground surface cannot be consistently observed beyond 10 meters
60-meter meandering reconnaissance transects.
Closed Forest
Ground surface cannot be consistently observed beyond 3 meters
Meandering opportunistic reconnaissance transect(s) determined by situational dependent field conditions.

Additionally, the following areas will be surveyed as professional judgement dictates regardless of slope when found in Open Forest and/or Heavily Forested areas:

· Stream terraces

· Springs

· Major ridge systems

· Historic/pre-Contact transportation routes

· Areas of known historic mining

· Prominent geological features (vertical rock faces, outcrops, etc.)

Inventory maps will be generated following the above survey rationale and will clearly show, and differentiate, what areas were surveyed by which survey classification (e.g. Open Forest, Heavily Forested or Closed Forest [see Figure 1]). When surveying Heavily Forested or Closed Forest areas, the surveyor will take digital photographs as necessary to reasonably document the forest ground visibility conditions. These photographs will be included with the project data that is digitally submitted to the Idaho SHPO with a photo key/log/crosswalk that easily matches each photo image to their location within the respective survey parcel location shown on the survey map. Representative photographs of open forest, heavily forested and closed forest are presented below in Figures 2-9.

2) There are approximately 3370 acres of potential survey area categorized as 15% slope or less across the proposed treatement areas. However, utilizing the survey methodology described within Table 1 and portrayed as in Figure 1 above, it is anticipated that only about 1400-1700 acres will actually receive archaeological field inventory.

3) Perform cultural resource survey, utilizing the pedestrian transect methodology as defined above, within the survey parcels shown on Map 2, the project area map (shapefiles of survery parcels are available). The project is located about 8 miles south of Grangeville, ID and more specifically at: T28N R2E (Sections 1-4, 9-15, 23-24), T28N R3E (Sections 1-24), T28N R4E (Sections 5-7, 16, 19, 21) T29N R3E (Sections 1, 12-36) and T29N R4E (Sections 19-20, 28-33) and can be located on the White Bird Hill, Goodwin Meadows, Hungry Ridge, McKenzie Creek, and Dairy Mountain, ID (1995) 7.5’ topographic maps.

4) Subsurface inspections. One formal subsurface inspection (shovel probe) will be peformed for every 100 acres of pedestrian survey conducted as a result of surveying Heavily Forested areas. Shovel, trowel, or boot scrapes do not qualify as a subsurface inspection. Shovel probes will be excavated to a minimum depth of 60 cm unless terminated prior due to the presence of large cobbles, fractured bedrock or other subsurface encumbrances. Excavated soil will be screened through 1/8” hardware cloth.

Priority for subsurface inspections will be as follows:

· Priority 1: duff-covered upland landforms of 0-15% slope

· Priority 2: duff-covered upland landforms of 16%-35% slope

· Priority 3: stream terraces or spring locations

The results of these subsurface investigaitons shall be included in the inventory report and include relavant data such as GPS location, depth and diameter of the shovel test, observation of soil characteristics, description of cultural material found, mesh screen size used, etc. A location map identifying where these probes were performed will also be included with the draft and final report.

5) Evaluation of unevaluated prehistoric sites. There are seven (7) unevaluated prehistoric sites as shown in Table 2 below (highlighted in yellow). To better determine the appropriate NRHP eligibility of these sites, some form of subsurface investigation should be performed with the use of shovel probes, auger probes, or similar. The quantity of probes shall be commensurate with the extent of the documented site as noted in the site form. It is estimated that this work may take up to 7 days in addition to the pedestrian surveys.

The results of the field work (pedestrian survey coverage of the site and subsurface investigations at the unevaluated prehistoric sites) will be included in an updated site form. All subsurface investigation locations will be shown on the updated site sketch map. This map will follow the same format as noted in item 2 Technical Specifications, #7 site sketch map information below. An analysis of any/all recovered artifacts will be performed to substantiate the resultant NRHP determination. All artifacts will be placed in archival quality bags, labeled appropriately to their provenience (site number, probe number, level, etc.), and returned to the Nez Perce-Clearwater NF for curation.

6) Twenty-seven previously recorded sites are known to be present within the proposed treatment areas for this project. Three of these sites (highlighted in red text in Table 2) were revisited in 2017 and have been updated. The contractor will record all new cultural resources found, update 24 previously recorded sites on ASI site forms (including site location topo map, sketch map, photographps, etc.) that were visited prior to 2017, and evaluate each new and updated cultural resource for its National Register eligibility on a new data base site form. The project area is known to posses many prehistoric related sites such as lithic scatters and isolated artifacts. Additionally, several historic sites (trails, cabins, lookout, hydraulic mining, etc.) have also been documented and others may be present as well.

7) The results of the above field work are to be included in both a draft and final professional inventory report and site forms summarizing all aspects of the inventory, site-update work, findings, and relevance for greater archaeological interpretation/association and scientific understanding.

The survey area is located south of Grangeville, Idaho and east of White Bird, Idaho. The project area is characterized by ocassional thick pine forest with ocassional dense brush vegetation and some mineral soil visibility. The southwest quarter of the project area possesses several large mostly open/grassy south aspect ridges with deep stream canyons. Travel time from Grangeville to the project area is approximately 1 hour or less depending upon which parcel of the project area is being accessed. Road and trail access is shown on Map 1, the project vicinity map. Road access to the project area is relatively good (Roads 221, 2000, 9419, 479, 1870, 243, 279). Other portions of the project area can be accessed on other spur roads off the main forest roads noted above.

2. TECHNICAL SPECIFICATIONS

The Contractor shall perform the work in accordance with relevant professional standards. General requirements of the Idaho State Historic Preservation Office can be found at (http://history.idaho.gov/sites/default/files/uploads/Consulting_With_Idaho_SHPO.pdf). The contractor must also meet the 36 CFR Part 61 qualifications to perform this work. The draft deliverables will consist of one unbound paper copy of the report/maps and one unbound paper copy of each site form and associated attachments. The final deliverable will consist of one bound paper copy (non-three ring binder), one copy of each site form and/or update form, and one pdf digital copy of all reports, site forms, survey maps, and associated attachments (including any GIS shapefiles generated for the project). At least two digital photographs shall be taken of each site. These photos can be embedded within the site form proper. Photographs depicting the condition of the survey parcels of the project area (item 1 Description of Work above and item 14 below) shall also be included in the report. These photographs and accompanying photo log shall be placed into a word document and included with the draft and final reports.

Other Idaho SHPO and general contract requirements include:

1) Each photograph must be labeled with the site #, object of photo, date of photo, camera direction, name of photographer, name of project and picture #.

2) A photograph log must accompany each site form. Only photographs relevant to a given site can be shown on the photograph log for that site.

3) Final site form submittals (1 hard copy of each site form) must be stapled.

4) Site forms can only be printed on one side of an 8 ½” x 11” page (no duplex printing).

5) All reported UTM coordinates must be based on the NAD83 projection.

6) All site forms will have a map showing the site location on a 1:24,000 scale USGS quadrangle map. That map will state the appropriate USGS quad, township/range, a north arrow, as well as legibly show the site location. A legend on each map will clearly identify all objects on the map as needed.

7) Site sketch maps should show relevent cultural and natural features drawn to scale including the following:

· Location of site datum (do not create datums by nailing tags/placards to trees or driving datums into the ground). Please identify what the datum is within the body of the site form. You may also choose to include a photo of the site datum in addition to the narrative description of the datum.

· Location of all identified cultural artifacts/artifact concentrations and features

· A north arrow depicting true north

· At least one labeled contour line depicting the topography of the site area (more contour lines are welcomed as needed)

· A map legend identifying all items on the sketch map

· The site number

· The date of the site visit in the field and the name of the site recorder

· other general environmnetal/topographic features can be provided in general schematic form. See figures 10 and 11 for examples of unnaceptable site maps

8) All site recording/updating will be reported utilizing the Archaeological Survey of Idaho (ASI) data base site form https://history.idaho.gov/forms-guidelines-and-templates. When plotting sites on USGS quads for the site/inventory reports please plot the actual size/boundary of the site (i.e. do not simply put a small point on the map for a large, irregularly shaped site, or use a small point to show the location of a site that is actually 5 acres in size. Any site less than approximately 40,000 sq. feet in size can, however, be represented as a simple point on the map.

9) Measurements used to record historic sites shall be yards/feet/inches etc., and metrics used to record precontact period sites shall be meters/centimeters etc.

10) Contemporary or historic trails (including currently used Forest Service trails) will be recorded as cultural resource sites. Only that portion of a trail located within the general survey boundary need be recorded (i.e. if the trail extends outside of the survey area the contractor need not follow the trail to its end unless they elect to do so). One exception to this is for the two historic trails noted in Table 2 above. The Milner Trail (10IH3194) and the Frank Brown Trail (10IH3189) shall be inventoried in full where they occur within the project area. All recorded trails will be plotted on the appropriate topographic map(s). This map shall also delineate what segments are NRHP eligible vs. NRHP not eligible and the reasoning behind that shall be noted in the text of that site form. See Figure 12 for an example of this map.

11) Transect survey directions for each survey parcel must be shown on the survey map generated as a part of the draft/final report.

12) Please do not report/characterize survey work utilizing Class I, II or III jargon.

13) When portraying surveyed areas on a map please use light hatching or other means to show area surveyed, but do so in a way whereby the underlying landform can still be discerned (e.g. don’t use opaque coloring on the survey map such that the underlying contour lines/landform are not visible).

14) Photos depicting the general survey condition of the project area are required as noted above for heavily forested and closed forested situations. These photographs can be placed into the inventory report or an appendix.

15) Large maps showing large project areas shall be printed on as many 8.5 x 11” tiled maps as necessary. The tile method will break the large maps up into individual 8.5 x 11 pieces and provide an auto-generated key that shows where a given “tile” is located within the footprint of the larger map (SHPO requirement).

16) The format for reporting inventory results will be that approved by the Idaho SHPO. See “Idaho SHPO Survey Report Template” at: http://www.history.idaho.gov/site-inventories

17) An ARPA permit will be required at no cost to the contractor. The permit must be fully executed before fieldwork begins.

18) Resumes/vitaes of all field personnel must accompany the final report.

19) No collecting of surface artifacts is authorized under this contract unless the Principal Investigator determines them to be in imminent danger of destruction. The contractor shall meet the qualifications found in Appendix A of 36 CFR Part 61.

It is important to note that all submissions MUST follow the above standards or the work will be returned to the contractor for correction. Neither the Forest Service nor the Idaho State Historic Preservation Office will provide clerical services for the purposes of completing these contract requirements.

3. GOVERNMENT FURNISHED PROPERTY

The Government will provide the following item(s) of Government property listed below to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government Property" FAR clause contained elsewhere in the contract.

Fig. 12 above. An example of a linear site (such as a trail) that identifies the NRHP status of its various segments.

Segments A-B, C-D, E-F, G-H are considered NRHP eligible as they retain their original setting, location and trail characteristics. Segments B-C, D-E, and F-G are not eligible because road 9822 now overlays the route, there is no longer any original trail tread/characteristics remaining in these segments due to construction of road 9822 FAR 52.237-1 Site Visit. (APR 1984)

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. A pre-bid meeting is not scheduled for this solicitation.

Invoice Processing Platform (IPP) The Forest Service is utilizing the Invoice Processing Platform (IPP) for the electronic submission and tracking of contracts/purchase orders, invoices, and payment information. IPP is a secure Government-wide, Web-based invoice processing service. Visit http://www.ipp.gov to learn more.

Upon award of a contract, Contractors must enroll at https://www.ipp.gov/vendors/enrollment-vendors.htm. Contractors shall submit all invoices electronically via IPP. Paper copies of invoices will no longer be accepted.

FAR 52.242-15 STOP-WORK ORDER (AUG 1989)

(a) The Contracting Officer may, at any time, by written order to the Contractor, require the Contractor to stop all, or any part, of the work called for by this contract for a period of 90 days after the order is delivered to the Contractor, and for any further period to which the parties may agree. The order shall be specifically identified as a stop-work order issued under this clause. Upon receipt of the order, the Contractor shall immediately comply with its terms and take all reasonable steps to minimize the incurrence of costs allocable to the work covered by the order during the period of work stoppage. Within a period of 90 days after a stop-work is delivered to the Contractor, or within any extension of that period to which the parties shall have agreed, the Contracting Officer shall either—

(1) Cancel the stop-work order; or

(2) Terminate the work covered by the order as provided in the Default, or the Termination for Convenience of the Government, clause of this contract.

(b) If a stop-work order issued under this clause is canceled or the period of the order or any extension thereof expires, the Contractor shall resume work. The Contracting Officer shall make an equitable adjustment in the delivery schedule or contract price, or both, and the contract shall be modified, in writing, accordingly, if—

(1) The stop-work order results in an increase in the time required for, or in the Contractor’s cost properly allocable to, the performance of any part of this contract; and

(2) The Contractor asserts its right to the adjustment within 30 days after the end of the period of work stoppage; provided, that, if the Contracting Officer decides the facts justify the action, the Contracting Officer may receive and act upon the claim submitted at any time before final payment under this contract.

(c) If a stop-work order is not canceled and the work covered by the order is terminated for the convenience of the Government, the Contracting Officer shall allow reasonable costs resulting from the stop-work order in arriving at the termination settlement.

(d) If a stop-work order is not canceled and the work covered by the order is terminated for default, the Contracting Officer shall allow, by equitable adjustment or otherwise, reasonable costs resulting from the stop-work order.

Fire Control

(a) Contractor's Responsibility for Contractor-Caused Fires. The Contractor, whether or not directed by the Forest Service, shall immediately extinguish, without expense to the Government, all fires on or in the vicinity of the project which are caused by Contractor's employees, whether set directly or indirectly as a result of Contractor operations. The Contractor may be held liable for all damages and costs of additional labor, subsistence, equipment, supplies, and transportation resulting from fires set or caused by the Contractor's employees or resulting from contract operations.

(b) Other Fires. For the purpose of fighting forest fires on or in the vicinity of the project which are not caused by the Contractor or his employees, the Contractor when requested by the Contracting Officer shall place his employees and equipment temporarily at the disposal of the Forest Service.
