Revegetation of Newsome Creek Stream Reach 2 Amendment 1, Page 2 of 4 Dated 6/11/2018

3. Add the following sentences to Attachment 2, Technical Specifications, Part 2 – Execution of Service Work (Revegetation), Subpart 1 General, (b) Machine access to planting areas:

“To reach individual planting units, the contractor shall move the woody debris or walk over it with mechanized equipment if this can be accomplished without severely breaking the material. Upon completion of planting, the woody debris shall be returned to its original (approximate) position. Cutting the woody debris with chainsaws to created openings is prohibited as is handling the debris in a manner that will break it down into small pieces. Limited exceptions to allow cutting or breaking material may be made with COR approval in special situations. Large woody debris is a valuable habitat component thus the restriction on breaking/cutting”.

4. Strike the word “slurry” from Attachment 2, Technical Specifications, Part 2 – Execution of Service Work (Revegetation), Subpart 1 General, (e). No special mix of water/soil is required.

5. Strike Subpart (h) entitled Multiple purchase orders on page 51 within Addendum 52.212-1 Instructions to Quoters Tailored, and replace with the following.

(h) The Government shall issue one purchase order from this solicitation. Quoters shall submit pricing for all items within the Schedule of Items provided on page 3. Quantities awarded will be those shown in the Schedule of Items.

Government Furnished Material. (Amended clause) The Government will provide the following item(s) of Government material to the Contractor for use in the performance of this contract. This property shall be used as detailed below.

· Nursery Planting Stock – Tall 1 Gallon, 2, 3, 5, & 8 Gallon Plants All planting stock will be supplied by the government. It is the contractor’s responsibility to coordinate and deliver the planting stock to the site of work from the nursery. The contractor shall provide appropriate transport and on-site storage and care of the planting material in a manner which will ensure their health and vitality prior to planting.

Wildlife Habitat Nursery; owner, Denny Dawes, is the contractor from whom the planting stock was purchased. This company’s contact information is as follows:

Revegetation of Newsome Creek Stream Reach 2 Amendment 1, Page 3 of 4 Dated 6/11/2018 Plant shipping recommendations and details.

· The nursery grows and loads the plants on 42” X 48” pallets with an outside surround built on the pallet to hold the plants in. This surround makes the final pallet size 46” X 51”. The nursery stacks and shrink wraps the plants to hold them in place during transit. The number of plants that can be held by a single pallet is dependent on the container size, species, and order of delivery the installer might require.

· The nursery has found that the best way to ship the plants is in a curtain van that can be loaded and unloaded from the side – otherwise it typically takes a couple people with a pallet jack (extra labor) to move every pallet to the back door of the semi for removal, reverse for loading.

· For the base pallet, the nursery grows 19, 8 or 5-gallon size plants per pallet – 40, 3-gallon size plants – 42, 2-gallon sized plants and 110 tall 1-gallon containers per pallet. Stacking of course changes those numbers and a variety of combinations exist. The pallets typically weigh around 1600 lbs so the installer will need a fork lift capable of moving that weight.

· The heat is a factor that must be considered. The plants are perishable and a semi-trailer can heat to extreme inside temperatures if sitting in the hot sun. To avoid the heat, plants are often prepped / shipped at night. The nursery waters everything down, the trucks get loaded in the late afternoon as the sun is going down and the plants get delivered to the site in the early morning. The plants need to be unloaded and unwrapped quickly, especially if weather is hot to avoid leaf burn. Typically, the larger the container the longer it will last before drying down. A tall 1-gallon container (the smallest) will typically go 3-5 days between watering. In 100 degree heat, the plants will need watered nearly every day. In cool weather, (i.e. mid-60s), an 8-gallon plant might go a week between waterings.

· It also works well to have a trucker that lives somewhere on the delivery route – makes it easier for everyone. Installer will need to check restrictions on the Hwy 13 and Hwy 14, South Fork Clearwater River road, for tractor trailer length.

The Contractor shall return the plant pots in good condition to Wildlife Habitat Nursery OR the staging area at the top of the access route.

Government inspectors will be on site to inspect planting materials delivered to the site and will reject plants that are in unacceptable condition (e.g. desiccated, damaged, etc.). If the number of rejected plants is significant, a contract modification shall be negotiated.

The total purchase price of the plants supplied by the government is $129,997.50. Questions regarding assessment of Idaho Use Tax on Government Furnished Property (GFP) should be directed to the Idaho State Tax Commission in accordance with the clause on page 4.

· Stockpiled Native Topsoil – 5 gallons planting hole augmentation per planting hole. The topsoil is already stockpiled at a location within the project area. Please see the plan maps for the location. An estimated total of 50 CY of topsoil will be needed for used for augmentation. This soil was gleaned and stockpiled on site during previous construction projects. It was not purchased from a commercial retailer and hauled to the site of work.

· Rough sawn wood bridge materials (stringers and decking) and concrete eco-blocks (approximately 12). These materials, stored at the staging area, are also available for contractor use. The bridge materials are provided “as is”. The contractor may re-configure/use the material as the contractor sees fit. If used, it is the contractor’s responsibility to size loads and utilize the bridge(s) in ways that are appropriate for the bridge(s) load limits. The bridge materials were purchased/provided by a previous contractor and Idaho sales tax was paid at that time. Materials used within the project site shall be returned to the staging area upon project completion. The contractor is not responsible for off-site disposal of used/un-used bridge materials.

Questions regarding assessment of Idaho Use Tax on Government Furnished Materials should be directed to the Idaho State Tax Commission in accordance with the clause on page 4.

RESPONDENT SHALL ACKNOWLEDGE RECEIPT OF THIS AMENDMENT BY ONE OF THE METHODS OUTLINED IN BLOCK 11 OF THE SF-30 FORM. DEADLINE FOR RECEIPT OF OFFERS IS UNCHANGED.
