Primary Tasks (ITEMS)

PRIMARY TASKS

ITEM 1.1 BLOCKS

A- Blocks of seedlings will be moved to the grading area or from one greenhouse to another on conveyors/trailers provided by the government. The government will designate the order in which the seed lots will be moved. Blocks of seedlings will be handled using the following criteria: blocks of seedlings will be loaded on the conveyors or trailers to insure seed lot integrity, blocks of seedlings will be handled with care to insure no damage to roots or tops of seedlings occur, blocks of seedlings will not be thrown, blocks of seedlings will be removed from trailers immediately upon reaching the unloading area, no blocks will be left on trailers during breaks. Blocks of seedlings will not be moved to the grading area until they are needed, a backlog of trees to be processed will not be allowed. No materials will be placed on top of the blocks of seedlings nor will blocks of seedlings be stacked (unless approved by COR or government inspector).

B- The contractor will remove any remaining soil and/or culled seedlings to insure the blocks are free from old media before palletizing. Tubs and ore carts will be available for collecting media and culls. The contractor will sort empty blocks by container size on each pallet. Contractor will tie stacked, empty blocks to the pallet in the packing area for government transport to dipping area. The contractor will conduct periodic and daily cleaning and removal of empty containers and debris from the packing and grading areas.

C- Cleaning (dipping) of empty blocks is for sanitation and reuse. An English-speaking contract foreman will remain with the container sorting and dipping crew. At the cleaning/dipping area, the contractor will place blocks into the dipping basket for dunking in the hot water tank. After the blocks have soaked for the specified period of time they will be removed from the tank, stacked by the contractor onto clean pallets and secured for removal to storage area. When water temperature falls below the minimum required to kill pathogens, see Table 1, or block numbers are below efficient tank dipping, this work will be stopped.

ITEM 1.2-1.3-1.4 EXTRACT, GRADE, BAG AND BOX SEEDLINGS AND NATIVE

PLANTS

CONTRACTOR WILL HANDLE SEEDLINGS AS QUICKLY AND EFFICIENTLY AS

POSSIBLE.

A- Seedlings or native plants will be extracted from blocks using hand pulling stands.

Government inspectors will visually inspect extracted blocks and measure discarded seedlings.

B- Seedlings will be individually graded for height, diameter, damage, disease, color, fork top, doubles and adequate root systems (see Tables 3 and 4). Native plants will be individually graded for disease, insect damage, color, and adequate root systems (adequate root systems will be defined at the time of packing). The unacceptable seedlings and/or native plants will be placed in tubs and/or ore carts provided. Government inspectors will visually inspect ore carts and measure discarded seedlings and native plants.

C- Once graded, the seedlings and/or native plants will be placed on the conveyor in groups of 5, 10 or 15 (as determined by the COR or government inspector) in 10”x10” baggies.

D- Boxes for packing seedlings and native plants will be pre-assembled by the contractor. Due to minimal space, an overabundance of boxes will not be assembled ahead of needs. Three (3) staples will be placed in the bottom of the box. Each box will be lined with a large plastic bag for seedling protection. Baggies of seedlings and/or native plants will be placed in the lined boxes in the quantity and arrangement specified by the government. Three (3) staples will be placed in the top of the box at closing. Closed boxes will be placed on a pallet and trailer for government labeling and transport to the freezer storage area. Four (4) wooden stickers (boards) will be placed between boxes of every row. The empty blocks will be removed from the belt area and transported to the block cleaning area.

ITEM 1.5 LAYOUT BENCHTOPS

The contractor will layout benchtops in greenhouse/shelterhouse areas after blocks of seedlings have been removed and houses have been emptied.

ITEM 1.6 BOX BANDING

Clients occasionally require newly packed boxes to be banded prior to storage for extra strength during shipping. This process will be done in the packing area prior to placement on trailers for transport to storage. A strapping machine with banding material will be provided by the government. The contractor will be required to run the machine, band the boxes and place the banded boxes on the trailer.

ITEM 1.7 ROOT PLUG PRUNING

Clients occasionally require that seedlings be transplanted in the bare root fields at the Nursery.

This requires pruning of root plugs to a specific length; generally four (4) inches. Government will provide root-pruning tables, numbers of seedlings to prune and exact pruning specifications.

Contractors will provide workers to prune root plugs prior to bagging and placing in boxes for storage.

ITEM 1.8 ROGUEING (SIZES 91-160) & ITEM 1.9 ROGUEING (SIZE 240)

Contractor's employees will remove any missed multiple seedlings in cells to insure one (1) healthy growing seedling is left in each cell.

C- Labels, flagging, other identifying markers and irrigation equipment will not be disturbed by

Contractor's employees during weeding operations.

D- Any observation of insect or disease damage to seedlings will be brought to the governments’ attention immediately.

E- Upon completion of work for the day, Contractor's employees will remove from greenhouses any tools, bags of weeds and other implements or debris.

F- Contractor and their employees will not move any containers from benches.

G- Contractor may use any receptacle to transport weeds. However, no garbage or debris items will be placed in the Government-furnished receptacles. Receptacles used for holding weeds and rogued seedlings will be taken to the dumpster at the end of the day. Dumpsters are located north of the greenhouses.

H- Weeding must be coordinated with the routine irrigation schedule.

ITEM 1.12 FILLING TRAYS WITH MEDIA & 1.13 FILLING BLOCKS WITH MEDIA

Contract employees will use the ‘Gleason’ dirt filling machine to fill plastic trays and/or styro-foam blocks with media in preparation for sowing seeds. 95% of the cells within each tray and/or block will be filled to no less than 1 inch from the top. There will be no voids (air pockets) within the cell. Light tamping of blocks with the addition of more media may be required to close voids within cells.

ITEM 1.14 FILLING POTS WITH MEDIA

Contract employees will fill plastic pots with growing media by hand in preparation for transplanting or sowing seeds. 95% of the pots will be filled to no less than 1 inch from the top.

There will be no voids (air pockets) within the pot. Light tamping of pots with the addition of more media may be required to close voids within pots.

ITEM 1.15 TRANSPLANT SEEDLINGS

Contract employees will transplant seedlings from a styro-foam block cell or a plastic super cell to a larger container (D16, D25, and D40, 1-gallon pot) to promote seedling growth.

A- Government will determine and record the contractor’s daily accomplishment by number of containers moved with specific accuracy of seed lots and quality of handling.

B- Quality Inspection Requirements: Moving containers will be measured by visual means to determine if the work is being done properly and is within compliance of the technical provisions of the contract. Unacceptable actions by the contractor’s crew include: dropping containers, allowing containers to slide off conveyors or trailers, stacking containers with seedlings more than 1 layer deep, handling containers by grabbing seedlings, handling or transporting filled or empty containers in a manner that would cause damage to the containers or seedlings.

ITEMS 1.2, 1.3, 1.4 Requirements of Grading and Packing Seedlings/Natives

Inspection of the sorted and graded seedlings/native plants will be done by designated government inspectors. A 2-5% sample will be taken from each seed lot. The root system plug, stem and foliage of the seedlings/native plants will be visually inspected for compliance with the nursery grading standards. The root plugs will be measured for compliance with the specified plug length and percentage. Stem caliper and top height will also be measured for compliance within the grading standards for the product age and species. The number of seedlings in packed boxes will be counted to ensure contractor box counts are accurate, if the counts are more or less than the amount posted on the label, that amount will also be recorded as a defect for the seed lot. Seedlings that have defects will be counted and recorded by defect type. The number of defective seedlings will be divided by the total number of seedlings packed to determine the percentage of acceptable seedlings in the seed lot. Payment will be based on the percentage of acceptable seedlings in each seed lot, as displayed in the following table:

Percent Acceptable

Seedlings

Payment

95% - 100% Full Pay

93% - 94.9% Partial Payment **

<93% No Pay ++

**The partial payment will be calculated using the following formula:

Total seedlings sorted in the seed lot X (price X actual percentage acceptable seedlings) = payment.

++ The Contractor or his/her representative will be immediately notified of the seed lots found to be below 95% acceptable. Work deemed unacceptable will be reworked to the standard established in the specifications before payment will be made. The cost of re-inspection will be borne by the contractor.

ITEM 1.5 Requirements for Layout of Benchtops.

The government will notify the contractor when the layout of benchtops is ready to be worked in the greenhouse and shelter house areas. The contractor will notify the government inspector when layout is complete, the area will be visually inspected by the government inspector to determine acceptability. The total number of benchtops moved will be recorded. The Contractor or his/her representative will receive inspection summaries upon request.
