About this file
This is a Decision to Restrict Competition document issued by the USDA Forest Service for the procurement of aerial ignition equipment.
The USDA Forest Service, Kaibab National Forest, Williams Ranger District (Requisition Number 1172128) seeks to procure one new Red Dragon "Dragon Egg" Delayed Chemical Ignition Dispenser for use during prescribed burns and wildfire incidents. The dispenser delivers Dragon Eggs that serve as a safe and reliable ignition source for aerial fire operations, utilizing chemical reactions to release heat energy sufficient to light difficult fuel sources in variable moisture conditions. The sole suggested source is Helifire LLC, located at 3039 Amwiler Road, Unit 128, Atlanta, GA 30360 (UEI: C1DHT6MP18K6).
Competition is restricted based on technical justification that the Red Dragon Dispenser is the only aerial ignition device currently approved under the National Wildfire Coordinating Group (NWCG) Standards for Aerial Ignition (PMS 501, Chapter 3). The manufacturer, SEI Industries, strongly recommends using Dragon Eggs specifically in this dispenser to ensure safe operation, and safety is critical given the incendiary nature of the equipment. Helifire LLC is identified as the only authorized U.S. distributor of this product. Limited market research was conducted through internet searches and GSA Advantage contracts; a Sources Sought Notice posted on SAM.gov for seven calendar days yielded one response that could not verify authorized distributor status. The restriction is justified to ensure timely operational readiness for fire seasons and maintain USDA/FS fire protection capabilities and wildfire firefighting response. The document was certified by Marcus Ortiz (Helicopter Program Manager) and approved by Matthew Cox (Contracting Officer) on September 24, 2026.

(5) Justification for Restricting Competition and the Basis for that Decision.
A. Explain the unique qualifications/characteristics of the proposed contractor or product and why no other contractor or product/service can meet the Government's need.
The National Wildfire Coordinating Group (NWCG) provides national leadership to enable interoperable wildland fire operations among federal, state, tribal, territorial, and local partners. The NWCG Standards for Aerial Ignition (NSAI), PMS 501 defines procedures and equipment to ensure that all aerial ignition operations are performed in a safe and efficient manner. NSAI PMS 501 Chapter 3 - Approved Aerial Ignition Devices, lists the only aerial ignition devices currently approved for aerial ignition operations for use by all cooperating natural resource agencies.
Wildland Fire Aerial Ignition Operations utilizes Red Dragon “Dragon Egg” Delayed Chemical Ignition Dispensers as directed by (NWCG) PMS 501, Chapter 3. The manufacturer of the Red Dragon Dispenser, SEI Industries, strongly recommends utilizing Dragon Eggs in the dispenser to ensure safest operation of the ignition device. Since this requirement is incendiary, safety is of the utmost importance.
