About this file

This is a Notice of Intent to Award a Sole Source contract from the USDA Forest Service. The USDA-FS Procurement & Property Services, Incident Procurement Operations (IPO), and At Incident Management Support (AIMS) Branch intends to award a Firm Fixed Price, indefinite delivery/indefinite quantity contract with a base period plus four (4) option years to Altinex, Inc., a registered small business. The contract is scheduled for award on or about October 15, 2026, under the authority of FAR 6.302-1 (Only One Responsible Source). The requirement is for "The Rookie," RS-13021 Dual Electric Hose Roller (NFES 0666) and associated parts for use during prescribed burning and wildfire incidents. The product was developed through a joint Cooperative Research & Development Agreement (CRADA) #25-RD-11070100-002 between the USDA-FS National Technology & Development Program and Altinex, Inc., with a patent pending and proprietary design protection. The NAICS code is 332913 with a size standard of 1,000 employees.

The notice is not a formal request for proposals or quotes but invites all responsible sources to submit offers and capabilities narratives demonstrating clear and convincing evidence of their ability to provide the proprietary RS-13021 Dual Electric Hose Roller authorized by Altinex, Inc. All responses must be received within fifteen (15) calendar days of publication and submitted to Contracting Officer Matthew Cox at matthew.cox2@usda.gov. The Government will consider responses solely to determine whether to conduct a competitive procurement, with the final determination resting exclusively within the Government's discretion. Current market hose rollers were determined inadequate for the USDA-FS operational requirements due to insufficient power capabilities in electric models and excessive bulk and logistical challenges in gas models.

SPECIAL NOTICE: 1202SC26Q2717

Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The USDA Forest Service (USDA-FS), Procurement & Property Services (PPS), Incident Procurement Operations (IPO), At Incident Management Support (AIMS) Branch, intends to issue a Firm Fixed Priced, base plus four (4) option year, indefinite delivery/indefinite quantity contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about October 15, 2026, to Altinex, Inc., a registered small business, for the USDA-

FS.

The intent of this requirement is to provide “The Rookie”, RS-13021 Dual Electric Hose Roller (NFES 0666) and associated parts to be used during prescribed burning and wildfire incidents. The NFES 0666, RS-13021 Dual Electric Hose Roller is the result of a joint USDA-FS, National Technology & Development (NTDP) and Altinex, Inc. design to meet the specific and unique needs of the USDA-Forest Service through Cooperative Research & Development Agreement (CRADA) #25-RD-11070100-002.

The current hose rollers available on the market are not adequate to accommodate specific mission needs of the USDA-FS, potentially equating to loss of habitat, property, and life. In response, the NTDP was tasked by the USDA-FS and Aviation Steering Committee to develop an electric hose roller that can be used in controlled and emergent field situations to meet specific, critical needs of the USDA-FS and sister agencies’ wildfire suppression needs. The current hose rollers available on the market do not meet full requirements for use in operational situations. Electric models do not have required power capabilities, gas models are over cumbersome and logistically difficult for wildland fire crews, and not adequate to accommodate mission needs of the USDA-FS. As a result, the USDA-FS and Altinex, Inc. partnered through a CRADA to design, build, and test a dual electric hose roller that can be used in various conditions to meet the specific and unique needs of the USDA-FS wildfire fighting efforts. The CRADA provided shared intellectual property (IP) protection for the manufacturer and the Forest Service. There is a patent pending for this design and it is considered confidential and proprietary information. The North American Industry Classification System (NAICS) code for this requirement is 332913 with the size standard of 1000.

This notice of intent is not a request for proposals or quotes. However, all responsible sources may submit an offer and capabilities/narrative that proves by clear and convincing evidence that detail their ability to provide proprietary RS-13021 Dual Electric Hose Roller authorized by Altinex, Inc. If said OFFER and capabilities/narrative is received within fifteen (15) calendar days of publication of this notice, the narrative will be considered by the Contracting Officer. All responses shall be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Government Point of Contact: Contracting Officer, matthew.cox2@usda.gov.
