About this file
This is an Amended Solicitation for a Vendor Incident Procurement (VIPR) Indefinite Blanket Purchase Agreement (I-BPA) issued by the Department of Agriculture's US Forest Service for Heavy Equipment Task Force (HETF) support in Regions 1 and 4 only. The solicitation seeks small business contractors to provide fully managed, trained, and certified personnel along with all necessary equipment, materials, supplies, and transportation for fire suppression, all-hazard incidents, and prescribed project work. Contractors must propose rates based on up to 16-hour daily shifts and select dispatch centers closest to their resource locations to ensure timely emergency response and minimize travel costs. The RFQ deadline is March 22, 2025, with electronic quote submission required through the VIPR Vendor Application system. This is a total small business set-aside with provisions for multiple awards across designated regional dispatch centers, and awarded agreements may be used by interagency cooperators including the Department of Interior, National Park Service, and Bureau of Indian Affairs subject to those agencies' payment and administrative terms.
The amendment implements a FAR Class Deviation (February 2025) aligned with Executive Orders 14148 and 14208, removing all references to Executive Order 14057 regarding greenhouse gas emissions and removing clauses 52.223-22, 52.212-3, 52.212-5, 52.223-1, 52.223-2, 52.223-23, 52.222-21, and 52.222-26. The deviation also replaces references to 7 CFR 3201 with 7 CFR 4270 regarding the USDA Biobased Markets Program. Additionally, Maintenance Cycle #25-08 updates equipment requirements within sections D.02 for Compressed Support Units (CSU), Mobile Water Supply Trucks (MWST), Hoses (HOS), Ambulances, Emergency Medical Response (EMR), and HETF technical quote language. Contractors must maintain active System for Award Management (SAM) registration, a valid Unique Entity ID (UEI), a Login.gov account, and a valid email address to participate. The Forest Service F&AM Regional Program Office will conduct annual reviews to determine whether to initiate an open season on-ramping process for additional contractors and resources.
