About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the USDA Forest Service, Dana Bangart Incident Procurement ESB – East Zone in Boise, Idaho. The amendment (No. 0001) to solicitation 1202SB23Q7019 was issued on 3/18/2026 at 11:43 AM MDT and is effective immediately. The modification reopens the original Faller for East Zone (Regions 1, 2, and 4) solicitation for an open season Onboarding period to support local, regional, and national fire suppression and hazard incident activities. This amendment opens the original solicitation to conduct Onboarding consistent with Exhibit H – Special Contract Requirements.

Vendor quote responses are due no later than 04/23/2026 at 16:00 MST and must be submitted through the VIPR NextGen application at https://www.fs.usda.gov/business/incident/idsollicapp.php?tab=tab_d. The Onboarding is not a new procurement action but operates under the terms of the original solicitation as an amendment. Award decisions during the open season Onboarding period will use the same evaluation factors and sub-factors as the original solicitation, and any new IBPA awards issued through Onboarding must be identical to the original awards in all terms, conditions, and period of performance. The open season Onboarding period will occur concurrently with the USFS Contracting Officer's annual IBPA review process. Existing IBPA awardees may revise rates, modify resources, or add new resources, while new offerors meeting all eligibility requirements may submit quotes for consideration. All proposed resources must meet the criteria established in the original solicitation.
