About this file
This is an Amended Solicitation for a Multiple Award Incident Blanket Purchase Agreement (I-BPA) for heavy equipment procurement by the USDA Forest Service East Zone (Regions 1, 2, 4, and 9).
The solicitation seeks dozers, excavators, and tractor plows (Region 9 only) for fire suppression and all-hazard incident response. Contractors must provide equipment, personnel, transportation, lodging, and management necessary to meet incident specifications. Proposed rates should be based on up to a 16-hour daily shift and include all costs specified in Section B.2. Pricing formulas vary by equipment type: Transports utilize a formula combining mileage rate and minimum daily guarantee; Excavators are ranked by daily rate plus transport minimum daily guarantee; Dozers and Tractor Plows use a Choosing by Advantages (CBA) formula dividing total points by daily rate plus transport minimum daily guarantee. Separate priority dispatch lists will be generated for each excavator type. The solicitation is a 100% Small Business Set-Aside with partial set-asides for 8(a), SDVOSB, HUBZone, WOSB, and EDWOSB companies. Vendor responses are due March 7, 2025, at 23:00 MST via the VIPR Vendor Application. This amendment reopens the solicitation for an open season onboarding period in accordance with the original solicitation terms, with awards made competitively within regional dispatch centers. All onboarding awards will follow identical terms and conditions as original awards, including period of performance. Vendors must maintain current SAM registration, Unique Entity ID, and USDA Level 2 eAuthentication accounts and select dispatch centers closest to their resource location.
