About this file
This is a Sole Source Justification document prepared by the USFS Washington Office Procurement & Property Services for a five-year Blanket Purchase Agreement (BPA) with Garmin International, Inc. for navigation data subscriptions. The justification supports establishing a sole-source agreement for 20 government aircraft, with potential to add more aircraft.
The document outlines that Garmin is the only viable source because their proprietary navigation databases are specifically designed for the Garmin avionics systems (GTN series navigators, GNS series, and integrated flight decks) already installed in the fleet. The total potential cost is $200,000 over the five-year period. Market research confirmed previous similar requirements were also sole-sourced to Garmin (contracts 140F1S24P0029, 140D8119PF002, and 140D8119P0027). The justification cites safety requirements, FAA compliance, compatibility concerns, and cost savings through bundled subscriptions as key reasons for the sole-source determination.

SOLE SOURCE JUSTIFICATION
GARMIN NAVIGATION DATA
1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY:
This document is a Sole Source Justification prepared by the USFS, WO, PPS, in accordance with FAR 13.106-1(b)(1).
2. DESCRIPTION OF SUPPLY OR SERVICE REQUIRED TO MEET THE AGENCY’S
NEEDS:
This is a justification for establishing a five-year, sole source Blanket Purchase Agreement (BPA) with Garmin International, Inc. for the subscription of navigation data for 20 Government aircraft, with the potential for additional aircraft to be added to the agreement.
3. THE RATIONALE OR CIRCUMSTANCES FOR LIMITING COMPETITION:
Garmin provides specialized navigation databases that are specifically designed to work with their installed avionics systems in our fleet. These databases are critical for safety, accuracy, and compliance with Federal Aviation Administration (FAA) standards. The Garmin Navigation Database is proprietary to Garmin's avionics, ensuring compatibility and reliability which are paramount for government operations.
The current fleet of 20 aircraft is currently equipped with Garmin avionics, including but not limited to GTN series navigators, GNS series, and other Garmin integrated flight decks. The databases from Garmin are the only ones certified for use with these systems, ensuring no disruption in service or safety due to incompatible data.
Switching to another provider would involve significant retraining, recertification, and potential safety risks due to unfamiliarity with new systems. Garmin's ongoing support, updates, and compatibility with our current infrastructure make them the only viable source for these services.
Using Garmin's subscriptions can offer significant savings when compared to purchasing individual subscriptions for each device per aircraft. This is particularly relevant given the potential to add more aircraft under this BPA.
4. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS
OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED:
Market research efforts included a search of Wholesale Supply Sources (GSA stock programs;
DLA, VA, military control points, etc.), GSA Federal Supply Schedules (e-libraries), GSA Advantage!, the USDA Contract Portal, extensive internet searches, and prior contract history. It was determined via a search on FPDS that previous contracts for similar requirements also employed sole sourced methods through Garmin International including Awards 140F1S24P0029, 140D8119PF002, and 140D8119P0027.
5. ESTIMATED PRICE, INCLUDING ALL OPTIONS, IF APPLICABLE:
The total potential cost is $200,000 over a five-year period of performance.
6. RECOMMENDED SOURCE:
Garmin International, Inc. (UEI: Q1RFVFX4QFN5).
