About this file
This is a Statement of Work (SOW) from the US Department of Agriculture (USDA) for a 2026 Hourly Flight Rate Chart Update for the United States Forest Service (USFS) Helicopter Support Services Multiple Award Task Order Contract (HSS MATOC). The project requires collecting updated data on flight hour rates for current USFS helicopter contracts, establishing updated rates for flight hours by make and model aircraft, and updating fuel service vehicle mileage rates for vehicles used in helicopter fire suppression activities.
The contract is a twelve-week project starting at contract award, with a final deliverable due by January 1, 2026. It will use a Firm Fixed Price contract vehicle, with the best three qualifying proposals evaluated using a comparative evaluation process. Proposals are due by August 27, 2025 at 12PM Central Standard Time, and must include a signed SF 1449 form, past performance references, completed pricing schedule, active Federal Contractors Registration, and full text provisions. The technical requirements include validating and incorporating engine and technical characteristics for various helicopter models, conducting a direct operating cost survey, and reviewing and updating the EPA's non-fuel portion.

3. Type of Contract to be Used: A Firm Fixed Priced contract vehicle will be used to secure the subject requisition. Ff
4. Scope of Work: This project requires the collection of updated data on Flight Hour rates for current USFS helicopter contracts for establishing updated rates for flight hour by make and model aircraft. The requirement will also include the establishment of updated fuel service vehicle mileage rates for vehicles used in support of helicopter fire suppression activities.
5. Dates: The service is based on a twelve-week schedule, starting at contract award. Deliverable is to complete the analysis and final report no later than1 January 2026.
http://www.sam.gov/
6. Project: Hourly Flight Rate Chart Update for the United States Forest Service (USFS) Helicopter Support Services Multiple Award Task Order Contract (HSS MATOC) Attachment 10.
7. Background: The Forest Service hired Industry in 1990 to do a survey and analysis to calculate the recommended hourly flight rates for the helicopters that would be on contract in 1991. The goal was to provide an impartial set of flight hour rates using a standard process. This was the first time flight rates had been established using a survey provided to the contractors by a third party. This method was readily accepted and deemed as equitable by the commercial helicopter operators who provide the helicopter support services in firefighting and other program projects which require helicopter support.
The periodic update of the hourly flight rates for the helicopters contracted by the USDA Forest Service is necessary to account for the cost of operation of the aircraft and also has included update of fuel service vehicle mileage rates. The data from the survey is collected and processed whereby the flight rate chart and vehicle mileage rates are updated. This periodic update of the hourly flight rates has been satisfied at a reasonable rate at the following calendar year intervals: 2021, 2016, 2012, 2007, 2004, 2000, 1996, and 1994. The same methodology developed in 1990 has been applied for all subsequent flight hour rate studies.
8. Technical Requirements/Tasks:
The service is based on a twelve-week schedule, starting at contract award. The goal is to complete the analysis and final report no later than the end of January 1, 2026.
The services will consist of the review and development of the updated information of the following:
a. Establish 2026 Flight Hour Rates for helicopters engaged in firefighting contracts.
b. Validate and incorporate the engine or other technical characteristic feature(s) which distinguish each of the make and model variants found in the current ATTACHMENT 10 - HELICOPTER
SERVICES HOURLY FLIGHT RATES, FUEL CONSUMPTION, AND WEIGHT REDUCTION
CHART, (Page 8, 17 Attachment). Effectively add additional columns for those distinguishing engine or other technical characteristic features. Where make and model variants have differing fuel consumption warranting a different flight rate place those make and model variants on a separate line of the chart.
c. Update of the ATTACHMENT 10 shall also include the distinguishing engine or other technical characteristic features for the following make models (reference the Attachments below):
