The purpose of this amendment is to make the following changes to solicitation 1202SA21R9001

1. Provide written responses to questions submitted by interested parties. See attached Q&A below.

2. Extend the proposal due date from Jan 8, 2021 to Jan 20, 2021 4PM MST.

3. Change the language of Exhibit 6 to the following:

From:

(d) The following list of weights shall be painted on the outside of the aircraft in a location readily visible to the loading crews:

• Land Fill Maximum Water U.S. Gallons

(e) Each loading level of the water tank shall be marked with the number of gallons capacity and the weight of water at that level based on 8.34 pounds per gallon.

(f) Level marks shall be painted on the water tank or aircraft indicating the level of the aircraft at the time of Weights and Measures Certification for quantity levels.

To:

(d) The following list of weights and volumes shall be painted on the outside of the aircraft in a location readily visible to the loading crews:

8.34 pounds per gallon)

If maximum is the tank capacity the limit identified shall be a weight and volume that does not allow water to exit tank vents.

The operator may identify additional limitations or capacities.

(e) A system shall be incorporated into the aircraft that identifies the limits identified above to the loading crews. The system shall be automatic and not require communication from the flight crew. Examples of systems: Indicator lights that illuminate when a predetermined limit is met, digital volume displays, or LED light bars.

RFP Questions & Answers

1. Page 54, number 22 requires a Cabin Pressure differential gauge OLM indication. A cabin pressure differential gauge measures the difference between ambient atmospheric pressure outside of the aircraft and the atmospheric pressure inside of the aircraft. The CL215T is not pressurized, which means the gauge would never read anything but zero and is obsolete.

Answer:

The requirement for cabin pressure differential is not applicable to aircraft not capable of being pressurized.

2. Page 64 (f) states that level marks shall be painted on the water tank or aircraft indicating the level of the aircraft at the time of Weights and Measures Certification for quantity levels. However, the tank is not opaque and there is no way to view the quantity level, from inside or outside of the aircraft, other than the water quantity gauge. Is this perhaps a requirement for a tanker with a visible quantity level?

Amended to read:

(d) The following list of weights and volumes shall be painted on the outside of the aircraft in a location readily visible to the loading crews:

• Land Fill Maximum Water U.S. Gallons and weight. (Weight shall be based on 8.34 pounds per gallon)

3. Page 54, number 26 requires an Avionics On/Off indication. The CL215T does not have a separate Avionics Bus to indicate on/off. The essential bus is either on or off which means there is not a separate bus to assign the OLM indication.

Recording of the main or essential buss is required when an avionics bus is not available.

4. There was an addition to the new solicitation that planned coverage was 6-days on and 1 day off and offerors may submit 7 day coverage with pricing for both. This is something new to us. Could you clarify what that means?

In order to allow companies to perform preventative and scheduled maintenance as well as manage flight crew fatigue this CWN contract will be based on a 6 day on 1 day off schedule every 7 days.

However, offerors may submit separate pricing for 7 day coverage. As this is a CWN contract, the default will be the 6 on/ 1 off schedule. The CO may however request at the time of activation if 7 day coverage can be met.

5. On the down day would the aircraft still accrue availability.

No, hence the request for 2 separate rates

6. If we propose a 12/2 schedule, does that mean that the aircraft will be required to take two days of unavailability regardless of coverage?

12/2 will not be considered, only 6/1 or 7 day schedules will be considered. 6/1 means the aircraft would work 6 days and take the 7th day off (6 and 1). This allows for maintenance and flight crew rest.

Those days are considered days off and not regarded as unavailability. However, 7 day coverage (no days off) pricing may be submitted along with 6 and 1 pricing. The CO, upon activation, may request 7 day coverage when activated based on the needs of the government.

7. The proposal requires a weight and balance be complied with within 60 days of the proposal, but the aircraft is torn apart for the inspection. Is there any chance we can have it weighed before carding instead? We can submit its previous weight and balance, but it won’t be within 60 days of the submission. Please let me know.

No. Weighing is required within 60 days of the original proposal due date.
