About this file
This document is a Request for Information (RFI) FAQ for a Hot Food Delivery Service (HFDS) for wildland fire response, issued by the Department of Agriculture Forest Service. The RFI addresses vendor questions about service requirements, including training (only ServSafe is required), vehicle specifications (second vehicle no longer required), and operational details. Key service conditions include delivering hot meals to remote/spike camps, using thermostatically controlled heating units to maintain food at 140 degrees, using single-use pans, and adhering to driving hour restrictions outlined in NWCG and Interagency Standards guidelines.
Pricing and logistical details specify that daily rates will be paid upon mobilization and demobilization, with no separate compensation for mileage. Vendors will pick up food from a caterer at a specified time, and trailers are permitted with operating costs (such as generators) factored into the daily rate. The government retains full discretion in vendor selection, emphasizing obtaining the best value for taxpayer money. This RFI is for planning purposes only and does not constitute a formal solicitation or guarantee of contract award.

RFI Questions from vendors
1. Will RT-130 be required training
a. No, the only training that is required currently is ServSafe
2. The Request For Information (RFI) mentions a second vehicle. Is that required?
a. No, that has been omitted in the final form.
3. If a second HFDS is needed on the same incident, will the current vendor have the right of first refusal?
a. No, the government retains all rights to obtain the best value regarding taxpayer money.
4. Are Cambros allowed?
a. No, we are requiring thermostatically controlled heating units.
5. Who cleans the pans at the end of the day?
a. Nobody, as the pans are intended to be single use.
6. What is the minimum temperature the food needs to be held at?
a. It specifies in the requirements that it is 140 degrees.
7. Can we be demobilized at the end of dinner service?
a. Technically yes, however; the NWCG handbook (yellow book) and the Interagency Standards for Fire and Fire Aviation Operations (red book) both stress driving hours be restricted after 2200 hours and before 0500 hours. Operational ability is the responsibility of the Incident itself. We will do everything we can to encourage the incident to abide by this standard operating procedure.
8. Are trailers allowed?
a. Yes, but any operating costs such as a generator needs to be factored into the daily rate. We will not separate it out onto it’s own line item.
9. Where would we be delivering to?
a. Delivery is out to remote/spike camps where it would not be reasonable for those personnel to come back to main camp to get their food and then go back to said camp.
b. Vendors will pick up the food from the caterer at a specified time by the Food Unit Leader (FDUL) or equivalent.
10. When will mileage be paid?
a. As specified in the EERA special provisions section 15 b) Daily Rate will be paid upon mobilization and for demobilization, no compensation for mileage will be considered during mob and demob.
