(vi) Description Of Requirements (including a list of any attachments)
a) The intent of this Incident-Blanket Purchase Agreement (I-BPA) is for the Contractor to supply, furnish, and deliver sack lunch line provisions, hydration including water, ice, and sports drink as described in the terms and conditions of agreement. This agreement is for local fire suppression and all-hazardous incidents for the Angeles, San Bernardino, Cleveland, Los Padres National Forests, and National Forests (Southern CA Zone) Region 5. By accepting a Dispatch Order or subsequent Call Order, the Contractor is accepting all the terms and conditions of this agreement.
b) Proposed rates shall include, but are not limited to, labor (as required), operating supplies, materials, State and Federal taxes (including workers compensation costs), insurance coverage, transportation costs, overhead, and profit, and any costs/fees necessary to ensure resource meets the specified standards. Contractors shall comply with the 2:1 work/rest ratio as outlined by the National Wildfire Coordinating Group (NWCG) Standards for Interagency Incident Business Management (Work/Rest Guidelines).
(vi.1) Ordering Protocol for Resources
a) This Agreement does not preclude the Government from using any Agency or Agency Cooperator owned resources before equipment is mobilized under this Agreement.
b) The Contractor shall restrict calls to the host dispatch center. Dispatchers will not provide information, such as "when or if a Contractor will be called for an assignment" or "status of other contractors."
c) Ordering Procedures for Resources:
1) Following Agreement award, the each of the Host Dispatch Centers will have an established Dispatch Priority
List (DPL) showing the resources. The Government intends to dispatch contractor resources based on this priority ranking for other than initial attack.
2) Orders will be and will continue to be placed with the first vendor on the dispatch priority list until that vendor cannot fill the order or meet the date and time needed. If all contractor resources on the priority list are depleted, orders will be placed utilizing established dispatch procedures.
However, the number of fire orders in process and actual fire conditions at the time of dispatch may require a deviation from these procedures in order to respond effectively to such conditions.
d) Any time that food services are needed for Federal Wildland Fire Incidents, the Government is obligated to order services from the National MFSU Contractors when any of the following apply or become applicable:
1) The number of people to be fed is at or above 200 > persons per meal and;
2) The headcount is estimated to remain at those numbers, or greater, for at least 72 hours from when the headcount first reaches 200 per meal, provided that the Contractor can reasonably meet the incident’s needs and required time frames.
When the Government’s needs at an incident exceed the Contractor’s stated maximum capacity, the Government may alternatively source meals as required.
NOTE: The current National Mobile Food Service Unit (MFSU) standard for Federal Willand Fire Incidents regarding the number of people fed established for 150 > persons (2022-2024) is highly anticipated to increase to 200 > for 2025.
(vi.2) Dispatch Priority
a) The National Forest’s Dispatch Center will give Dispatch Priority to the resource offering the greatest advantages before all other private resources not under Agreement with the following exceptions:
1) For initial attack, dispatchers will follow the "closest forces" concept and utilize locally available resources according to agency and incident needs. The priority dispatch ranking may not be used during initial attack and Contractor resources may or may not be used.
2) Tribal preference policy established within reservation jurisdiction.
3) Government normally will dispatch resources in accordance with this protocol; however, the number of fire orders in process and actual fire conditions at the time of dispatch may require a deviation from normal procedures in order to respond effectively to such conditions. Any such deviation will be within the discretion of Government and will not be deemed a violation of any term or condition of this Agreement.
b) Upon receipt of a resource order by the Dispatch Center, Government Dispatchers will not hold the
Contractor resources in reserve as a contingency force in a non-pay status when that resource is available.
(vi.3) Ranking of Awarded Resources For Dispatch Priority
i) All resources will be evaluated, and agreements will be awarded in accordance with paragraph iii) of this section. Resources on an awarded Agreement will be ranked on a dispatch priority list by Host Dispatch Center.
ii) In addition to the award evaluation factors in paragraph iii), criteria have been developed for some categories of equipment to assess the advantages for dispatch priority. If no additional criteria are identified, lowest price awarded resources will be ranked highest on the dispatch list.
iii) The following calculation will be used to determine the lowest price, with the lowest price being ranked highest on the dispatch list:
PROVISION EVALUATED RATE
- Line Provision Rate x 100 Provisions = Rate 1
- Pallet of Water = Rate 2
- Pallett of Sport Drink = Rate 3
- Pallet of Ice = Rate 4
- Delivery Fee = Rate 5 Add all Rates (Rate 1 + Rate 2 + Rate 3 + Rate 4 + Rate 5) = Evaluated Rate for Dispatch Priority
Definitions:
Pallet Of Water. Minimum requirements for consideration are 72 cases of 24, 16.9oz bottles per pallet, or equivalent.
Pallet of Sport Drink: Minimum requirements for consideration are 18 cases of 24, 20oz bottles per pallet, or equivalent.
Pallet of Ice: Minimum requirements for consideration are 54, 1.0lbs bags/pillows, or equivalent.
NOTE: If rates are not submitted for Hydration and Ice items, the average overall price of all other offers for that item will be entered into the calculation for evaluated rate purposes. This does not include Delivery Fee items.
iv) The Government intends to dispatch resources in accordance with Host Dispatch Center. However, the number of fire/incident orders in process and actual fire conditions at the time of dispatch may require a deviation from these procedures in order to respond effectively to such conditions.
(vi.4) Individuals Authorized To Place Orders Under Agreement
a) Dispatchers, Buying Team Members, Procurement Unit Leaders, Contracting Officers, and Purchasing Agents are authorized to place orders against this agreement. Orders must be placed in accordance with established ordering procedures as specified in National and Regional mobilization guides.
