Where the fence line crosses riparian areas, the posts will be placed on 10 foot center and a top rail will be used instead of top wire.
The contractor shall provide all materials, labor, supervision, equipment and tools required to complete the fence project. See Section C-4 for fence material specifications.
(b) Project Location.
The project is located approximately 10 miles south and east of the town of Pocatello, Idaho between the Kinney Creek and East Fork of Mink Creek drainages. Access to the site from Mink Creek Highway to Scout Mount Road to Lead Draw trail head.
(c) Price Range. Government Cost Estimate, per FAR 36.204, under $25,000.

2. Alignment – The fence line shall be constructed as straight as possible.
3. Post Spacing, Depth and Height - The space interval between posts shall be 16 feet with a wood stay in between steel post for the four wire segments. All wood line posts shall be set solidly in soil at a minimum depth of 30 inches. Steel posts, if needed, shall be set at least 2” deeper than the anchor. The gate and brace posts shall be set solidly in soil at a minimum depth of 36 inches.
4. Wire Spacing - Wire spacing measures are as follows:
All line wires shall be dead-ended on gate, corner, angle, and line brace posts. The ends shall be double wrapped around the post, stapled securely, and twisted back on the stretched wire to prevent the post from twisting.
5. Gates – Wire gate closures shall be 12 feet wide, consist of four strands of barbed wire, four wooden stays evenly spaced on the gate, and shall include a mechanical gate closure device (see exhibit). Locations will be identified by COR, but in general shall occur every 1/4 mile. H braces shall be installed on both sides of the wire gate.
6. H Bracing – required on either sides of gates (as described above), corners or any change of direction (3 post), ends of fence (2 post) or on straight sections that may exceed ¼ mile in length (2 post). See exhibits.
7. Top Rail- Top rail shall be constructed in riparian areas. Top rail shall not exceed 42” in height.

The term also includes an item brought to the site preassembled from articles, materials, or supplies. However, emergency life safety systems, such as emergency lighting, fire alarm, and audio evacuation systems, that are discrete systems incorporated into a public building or work and that are produced as complete systems, are evaluated as a single and distinct construction material regardless of when or how the individual parts or components of those systems are delivered to the construction site. Materials purchased directly by the Government are supplies, not construction material.
"Cost of components" means--
