Lead‐Paint Removal and Repainting of Multiple Buildings at the Paradise Valley Guard Station, Santa Rosa Ranger District, Humboldt‐Toiyabe National Forest, NV

Scope of Work

1.0 Project background and Objective

The intent of this contract is to complete preparation of exterior paint surfaces and repaint a maximum of eight buildings at the USDA Forest Service Paradise Valley Guard Station. Building preparation consists primarily of lead‐paint removal and proper disposal of the deteriorated exterior paint surfaces. There are also a significant number of holes and gaps in the plank siding that need to be filled prior to repainting. Attached painted structures, such as decks, attached to the main structure shall be included in this work. Several buildings are currently in use, so some level of tarping and exclusion techniques will be necessary to prevent migration of lead dust and chips away from the structures during preparation.

Lead paint samples recently analyzed reveal concentrations of lead exceeding the acceptable criteria of

5,000 mg/kg lead. The condition of the exterior walls is poor; the majority of the paint is peeling, flaking or curling and considerable portions of the exterior wood planks are exposed to the elements. Some planks have begun warping and pulling from the plywood sheathing. These are historic structures, therefore all paint removal techniques must be performed manually and not impart an adverse effect to the wood components. No sandblasting or other destructive methods will be considered. The lead paint removal should leave the house with a high percentage of bare wood. The wood siding, trim, window panes and doors will be primed and painted according to specifications outlined elsewhere in this solicitation.

All structures are either on or eligible for the National Register of Historic Places. Therefore, all work on performed by the contractor shall comply with the Secretary of the Interior’s Standards for

Rehabilitation and Illustrated Guidelines for Rehabilitating Historic Buildings in order to maintain the historical integrity of the structures.

It shall be the responsibility of the offeror to field‐verify all quantities. The quantities shown here are approximate and are provided in order to demonstrate the scale of the project.

H. OPTION 7 BUILDING 1353 – 416 SF

Location and Access

The project is located at 385 South Main Street in Paradise Valley, NV 89426. From Winnemucca, NV travel north on US‐95 for approximately 22 miles. Turn right onto NV‐290 towards Paradise Valley and travel approximately 18 miles. The dwelling is on the northeast corner of NV‐290 (S Main Street) and 4th

Street.

The following site conditions are considered incidental to the contract and the contractor will not be paid directly for any of the following items:

1. The Contractor will be responsible for signing and limiting public access during construction activities.

2. Power and water are available at the site for construction purposes. Temporary toilet facilities shall be provided by the contractor during all construction.

3. Areas for staging operations and storage of materials shall be approved by the COR. The Contractor must request in writing for approval from the CO to stage work trailers on site.

4. No overnight camping will be allowed on site.

5. The contractor acknowledges they have taken the necessary steps to ascertain the nature and location of work, and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the government.

6. All payment for labor and supplies associated with this statement of work will be based on lump sum quantities, including the necessary materials and equipment. This is not a time and materials contract.

Disposal costs for the lead paint chips shall be included in the base bid and paid by the contractor.

7. Start date is June/July timeframe.

2.0 Tasks

Overview

The contractor will perform the following tasks in order to successfully fulfill the objectives of this contract. All work will be performed in accordance with applicable State and Federal regulations that apply to specific site conditions present at the facility. The contractor will comply with all appropriate

EPA and OSHA regulations with regard to lead‐paint abatement certifications and worker safety, as well as comply with all DOT protocols required to dispose of these specific materials. All work will be accomplished using dry methods to remove deteriorated paint. Care should be taken to minimize the spread of lead dust during removal activities. This is a residential structure in a residential compound.

Task 1 Prepare planning documents including: 1) a schedule outlining the major milestones outlined in this SOW. (The building(s) will not be occupied by government employees while abatement is being performed. The contractor’s schedule will be utilized for government employees to be provided a sufficient amount of notice to make arrangements to work elsewhere.) 2) A workplan (including a health and safety plan) that addresses the principal tasks outlined in this solicitation. The work plan should be commensurate with the complexity of the undertaking. 3) Final drafts of both of these elements seven days after the FS supplies review comments. All documentation will be completed in Microsoft WORD format and provided electronically.

Task 2

Lead‐Paint Removal – Specific Tasks

Work under this contract addresses lead‐paint removal and stabilization/preparation of exterior paint surfaces for repainting. The action will address the human health threat posed by deteriorated lead‐ paint surfaces on exterior walls.

Specifically, the following tasks will be completed during the execution of this contract:

Remove all deteriorated lead‐paint surfaces from structures. Contractor will apply hand scraping methods to remove all deteriorated paint surfaces. All wood surfaces that display peeling, curling, flaking or significant cracking will be addressed during this removal action. The goal is to create as smooth a wood surface as possible to receive fresh coats of primer and paint without pitting, rutting or otherwise damaging the historic nature of the building. Quality control of this aspect will be agreed to by all parties during the initiation phase of the project. All released paint chips will be captured on visqueen/tarps/dropclothes or similar method and containerized for disposal.

As these paint chips are removed from a residential structure, they are exempt from disposal as a hazardous waste. The waste can be disposed of at a licensed municipal landfill that accepts these types of wastes.

Best management practices should be employed to minimize dust migration and entrainment of fines during project execution. Tarps or drop clothes shall be taped to the structure and extended at least 10 feet from the building to catch particulate matter. Plastic drapes may be hung from the roofline to prevent migration of fines during significant wind events. Protection of site workers and residents is essential to successful completion of this project. It shall be to responsibility to comply with all OSHA and NIOSH requirements relating to abatement and containment of lead‐based paint.
