SCOPE OF WORK

INTRODUCTION AND OBJECTIVES

The Sawtooth National Forest is requesting archeological inventories be completed in conjunction with our existing predictive model for the entire Forest. Certain areas within the Forest will not be sample surveyed or ground-truthed. These areas would entail: designated wilderness areas, The Raft River Division of the Minidoka Ranger District (Utah), areas of prior survey, and slopes of 30 degrees. This would test our existing model in order to ensure the model is accurate, not only for the Forest but for the Idaho State Historic Preservation Office.

Objective #1-Develop a predictive model to guide the design and completion of cultural resource inventories. The Forest Service would review inventory results annually to validate or refine the predictive model (HPOB06, Sawtooth National Forest Land and Resource Management Plan, III-74).

This would enhance and employ the Sawtooth’s predictive model and provide verification and accuracy assessment of the model through a 2000 acre inventory of the Sawtooth National Forest.

Objective #2-To provide information and distribution and character of archeological sites (historic and prehistoric) in the project area, to assess their eligibility for the National Register of Historic Places

(NRHP).

Typical prehistoric cultural resources on the Forest include sparse to lithic scatters, rock shelters, and hunting blinds/talus pits. Typical historic cultural resources within the Sawtooth National Forest are related to ranching and agriculture, emigrant trails, homesteading, transportation, communication lines and mining.

Contactor and employees must meet the Secretary of the Interior’s Standards and Guidelines for Archeology and Historic Preservation. Contactor must be capable of obtaining an Archeological Resource Protection Act for Cultural Resource Inventory. Additionally, before beginning field work a Field Work Authorization will need to be obtained in person from the USFS Forest Archaeologist.

DESCRIPTION OF WORK

An acceptable predictive model will: include a GIS model (the Sawtooth National Forest has completed a draft GIS model, that will need fine-tuning), include a detailed write-up for the initial and final report (including maps and photographs) that discusses the parameters of the model itself, environmental settings, prehistoric and historic backgrounds, prior cultural resource inventories on the Forest, sample survey strategy and survey results, and a discussion of site types that are commonly found in the different areas of the Forest. Historically, when ground-truthing a predictive model, agencies and/or contractors have conducted sample surveys of approximately 10% of the total acreage, that are interspersed throughout the Forest in areas that would best inform the proposed predictive model. The model thesis, draft model and the actual sample areas (field surveys), will be determined by the Forest in consultation with the contractor and the Idaho State Historic Preservation Office. This contract could cover one model for the entire Forest or could be broken up into two options; option #1 the Minidoka Ranger District, and option #2 the northern portion of our Forest which includes the Ketchum and Fairfield Ranger Districts as well as the Sawtooth National Recreation Area.

Modeling and Model Verification Tasks

Work Item number 001: Pre-Field File/Record Research

Prior to commencing fieldwork, the contractor will conduct a records and files background search. This is mandated by Section 106 of the National Historic Preservation Act and needs to be completed prior to field work, the results shall be included in the final report.

If the record and file search produced no results, the contractor shall document the negative findings with a written narrative documenting that all pre-field file searches and historic records data searches are complete.

The COR with concurrence from the Forest Archeologist will have five (5) working days from receipt of the pre-field background results to review and approve the content and adequacy of the pre-field findings.

Following COR/Forest Archeologist review, the contractor shall revise any errors, inconsistencies, or inadequate components of the document and re-submit the revised version(s) for additional review and approval.

The contractor shall accomplish the revision, and re-submittal of documents within ten (10) working days following notification by the COR with concurrence from the Forest Archeologist of the rejection of the submittals.

At minimum, the pre-field file and records search shall include literature and data reviews from the following sources:

• The Idaho State Historic Preservation Office.

• The Sawtooth National Forest Supervisors Office. Background searches shall include a review of the Forest’s cultural resources spatial data, Heritage Resources report files, land status maps and files, General Land Office Plat maps, Homestead Entry Survey Maps, and Mineral Survey Entry Maps. Appointments to view these records shall be made at least five working days in advance.

• The current NRHP listings for historic properties located in the project area.

• Courthouse records when data from the above searches indicate a need.

Work Item Number 002: Research Design

A research design will be created to address prehistoric and historic behavior in the sampling area to provide a baseline for understanding the broad pattern of human use of the Sawtooth National Forest and to inform the development and use of the predictive model. Research domains should include chronology, subsistence, mobility, among others deemed appropriate through development of research design. The organization of research design will follow the Forest Service Manual 2362.3/2363.11 and Forest Service Handbook 2309-12-20.4/2309.12-32.12 (See Exhibit 3).

Work Item 003: Initial Model Formation-Analyzing Sawtooth’s Predictive Model

1. To further develop and enhance our predictive model, previously created by the Forest Service that will drive and provide information for targeted inventory efforts, GIS will be utilized. The contract

12-0261-19-Q-0059 Discretionary Rec and Trails Project 2019 Page 5 of 107 requires GIS expertise and demonstrated development of models for cultural resource/archaeological application. A draft GIS model, has been digitized by GIS specialist Brant Hines, Sawtooth National Forest, and will provide the baseline for development and application of the final working model. The contractor will meet with Brandt and Doug Baughman (Forest Archaeologist) to provide expertise in finalization of model variables and refinement of Forest Service’s baseline application. Current model variables to be considered for application include:

o Hydrology Distance to Major River – USGS Hydrologic Dataset Distance to Secondary River- USGS Hydrologic Dataset Distance to Perennial Drainages- USGS Hydrologic Dataset Distance to Intermittent Drainages- USGS Hydrologic Dataset Distance to Major Confluence- USGS Hydrologic Dataset Distance to Wetland or Lake- USGS Digital Line Graph, National Wetlands Inventory, EPA, Idaho Fish and Game, USGS Hydrologic Dataset Distance to Springs o Landform/Geology Aspect – DEM Slope (Use of DEM and standard deviation of slope) Distance to lode bearing mineral deposits Distance to Lithic Sources

Following tribal consultation and development of the research design other variables may be modeled.

2. Buffering of GIS points will be employed to model High, Moderate and Low probability zones for the occurrence of archaeological sites. Buffer distance will be determined through model development.

Existing site data within Sawtooth National Forest will be utilized to test the model and adjust buffers.

Sites that fall within sampled areas will be categorized into site type using Forest Service’s existing PDF site records and placed in a summary table using the following site categorizations:

o Residential: Sites exhibiting residential and long-term use through density and diversity of artifact classes including flaked stone debris, formal tools (edge modified flakes, scrapers, drills, bifaces [generally later stage]), projectile points, milling tools, pottery, and features such as midden deposits, hearths, house pits and rings. Sites contain 3 or more artifact classes and a diversity of formal tools.

o Temporary Base Camp: Logistical or embedded procurement camps similar to residential bases, but used for short-term, task specific hunting, gathering or tool stone procurement. The density and diversity of artifacts decreases with these types of occupations exhibiting the functional traits of the type of resource procurement being conducted. Sites may lack evidence of living floors or structures.

o Task Specific: These locales will exhibit very specific short term activities and will lack density and diversity of artifacts and no midden, hearths or house features. Generally categorized as sparse lithic scatters and can dumps. These site generally lack quantity and quality of data to be eligible for listing on the NRHP based on surface constituents.

o Specialty Sites: These sites will lack diversity of artifact or feature types but include very specialized sites such as rock art, burial areas, vision quest sites, caches, cairns, hunting blinds, trails, etc.

o Isolate Finds: Locations exhibiting brief episodes of activity with 10 or less artifacts. Sites are marked by a lack of artifact density and diversity of artifact classes and features.

Work Item 004: Sample Cultural Resource Survey

1) Following creation, adjustment and verification of the model using existing site data, including

12-0261-19-Q-0059 Discretionary Rec and Trails Project 2019 Page 6 of 107 previously inventoried acreage, a 2000 acre sample/field inventory of the probability zones will be conducted for the Forest. This will represent a sample size of roughly 0.1% with an equal distribution of approximately 666 acres per probability zone (High, Moderate, Low).

2) Inventory within the Forest will use the Idaho Class III Intensive Survey standards with transect spacing 30m or less.

3) All cultural resources encountered shall be recorded on the Archaeological Survey of Idaho (ASI) Site Inventory form with maps and photograph documentation. An updated ASI site form will be completed for all previously recorded cultural resources encountered. Idaho Historic Sites Inventory (IHSI) forms will be used for the non-archaeological, built environment. Completion of the ASI and IHSI forms and updates shall follow the guidance provided by the Idaho SHPO. The ASI and IHSI forms and photo documentation guidance may be found at: Archaeological Survey and Sites Inventory | Idaho Historical Society. A site form must be completed for each cultural resource located including isolates. There must be sufficient description on the form to derive an accurate eligibility assessment. The contractor will make recommendations for eligibility based on surface constituents for each site.

4) Cultural resource location data will be recorded with a mean error of +/-12.5 meters or less, at a 95 percent confidence level. The mean error requirement is consistent with the National Map Accuracy Standard for 1:24,000 scale quadrangles and Federal Geographic Data Committee (FGDC) reporting requirements.

5) Cultural resources shall be located by reporting a minimum of one GPS-observed coordinate taken in the approximate estimated visible center (centroid) of the resource. The centroid need not be perfectly central to a site, but it must lie in the site’s approximate center for map-plotting purposes. Polygon data for site boundaries will be collected for sites greater than 10m x 10m in area.

6) All GPS data will be collected using NAD83, UTM Zone 11 to conform to Forest Service GIS projection standards.

7) The contractor will be required to use SNF’S GPS data dictionary to record SNF’S mandatory feature level meta-data for each site.

8) GPS data will be post processed to conform to SNF data management requirements and .cor (correction) files provided so site spatial data and associated fields may be appended to Forest Service Cultural Resources Geodatabase.

9) As an option for data submittal, the contractor will be provided a copy of SNF Cultural Resources Geodatabase to facilitate data management and to allow the opportunity for the contractor to append the required site data to the Geodatabase for submittal to SNF to fulfill data submittal requirements (see Deliverables below).

10) All site data will be entered into the ASI Microsoft Access Database.

11) The contractor must notify the COR, by telephone and with written confirmation, immediately upon the discovery of human remains, funerary objects, sacred objects, or objects of cultural patrimony (as defined in 43 CFR 10.2) on federal lands and must immediately stop any activities connected with such discovery and make a reasonable effort to protect the discovered remains or objects.

12) If paleontological remains are encountered during field work, GPS coordinates would be recorded and plotted on a USGS 7.5', 1:24,000 scale topographic map. The contractor would immediately notify the COR of the discovery and would provide UTM coordinates of the remains.

INITIATION OF FIELDWORK

Work on the project shall commence after the pre-work meeting has been completed, after the CO has issued a Notice to Proceed, and after the COR with concurrence by Forest Archeologist has accepted the results of the records/files background search.

The contractor shall notify the COR, Forest Archeologist, and Project Inspector prior to initiating fieldwork on the Forest. This should happen after the pre-work meeting.

Field Survey

1) Following model verification and any needed adjustment, conduct targeted inventory of high and possibly moderate probability areas within the (Sawtooth National Forest-identified by complete survey) SNF. This work item will be accomplished in the summer/fall of 2019/2020 following on development, testing and verification for a predictive model.

2) This work item will involve a minimum of 2000 FS acres of Class III inventory of targeted survey areas distributed across (Forest) SNF (Exhibit 4). Inventory areas will be determined by the contractor in coordination with Forest Service and SHPO following the completion of work item 002.

The surface of the project area must be available for adequate visual inspection (i.e., snow cover or other surface obscuring materials do not exceed 25 percent of open ground). Minimum standards and specifications for cultural survey and site documentation under the terms of the contract are as follows:

Survey shall be carried out in accordance with the approved research plan and direction from the COR and will include Class III Intensive Field Survey (those areas defined as high probability within the project area) and Class II (those areas defined as moderate probability within the project area) field survey coverage within designated areas.

Surveyors shall keep and record succinct field notes describing terrain and vegetation, cultural remains (including isolated occurrences of artifacts), observation problems, and procedures used to accommodate or compensate for them. Such field notes shall be submitted as part of the deliverable documentation for the contract.

Artifact collection policy shall be discussed at the pre-work meeting.

Shovel testing shall be performed on lithic scatters to determined presence/absence of subsurface deposits and to help inform a recommendation of eligibility. At minimum one shovel test per ¼ acre within site boundary shall be performed to sterile mineral soil. Positive test results shall trigger additional testing radially in the four cardinal directions until no subsurface deposits are present. Shovel tests shall be performed to Secretary of Interior Standards.

Contact with the COR and Project Inspector (PI) shall be maintained consistently throughout the cultural resource survey.

If cultural resources are identified during the inventory that extend outside the defined inventory area it will be necessary to investigate the full extent of the site on lands administered by the Forest Service for the purpose of site evaluation. Any exceptions (e.g., unusually lengthy linear sites such as water conveyance ditches) shall be discussed with and approved by the COR.

If the boundaries of cultural sites first identified on U.S. Forest Service lands extend onto non-federal lands, the contractor shall, without physically entering the non-federal lands, make a good-faith effort to estimate the extant site boundary. The contractor shall make it clear on the site records and site maps that, under those circumstances, site boundaries have not been verified. Exceptions may be made where the proposed project may extend to non-federal lands and where permission has been obtained in advance from the non-federal land owners to identify and record cultural properties on the non-federal lands.

12-0261-19-Q-0059 Discretionary Rec and Trails Project 2019 Page 8 of 107

Recordation standards for artifacts that qualify as “Isolated Finds” pursuant to Forest definitions shall be recorded, at minimum, to standards provided in State guidelines or standards.

Evaluation of Cultural Resources for NRHP Significance

Site evaluations for NRHP significance are required by 36 CFR §800.4(c), the implementing regulations for Section 106 of the NHPA. The contractor shall evaluate all identified cultural properties for NRHP eligibility according to procedures in 36 CFR §60 and by applying National Register criteria pursuant to

36 CFR §60.4.

1. This stipulation may necessitate the preparation of historic contexts for structures and/or groups of structures under evaluation. In some cases, the State may have thematic historic contexts available and it will be the contractor’s responsibility to identify, utilize, and cite those resources when making their NRHP recommendations.

2. For each site evaluation, the contractor shall submit recommendations for each site of either “eligible” or “not eligible” in a statement for each criterion found in 36 CFR 60.4 (a,b,c,&d). All newly identified sites must include this justification statement. No site shall be left unevaluated.

3. In addition, all previously identified sites included in the contract as NRHP re-assessments must have recommendations submitted for each site of either “eligible” or “not eligible” in a statement for each criterion found in 36 CFR 60.4 (a,b,c,&d). All re-assessments must include this justification statement. No site shall be left unevaluated.

Identification and inventory of cultural sites shall conform to the definitions presented in this contract and as defined by the Forest Archaeologist. Particular attention should be paid to identifying sites representing ritual activities, resource procurement, gender specific sites, settlement patterns, travel routes, and to sites representing the historic period of settlement, agribusiness growth, and recreational expansion in the area. Attention should also be paid to identifying sites having the potential for buried architecture and other features not visibly evident from surface manifestations.

Field examinations to relocate previously reported and/or recorded sites shall be conducted according to the archaeological survey procedures specified in this scope of work. In doing so, the Contractor shall make a good faith effort to relocate such sites, a good faith effort being here defined as either relocating the site or examining at least an area of ten (10) acres centered on the expected site location. All such relocation survey efforts shall be documented at the same level as for the designated sample.

Each discovered or relocated cultural site and each discovered isolated artifact shall be plotted at the time of its discovery on USGS 1:24,000 scale (2.64 inches=1mile) topographic map. All site locations and isolates will be verified using Universal Transverse Mercator (UTM) coordinates to be obtained by using Global Positioning System (GPS) satellite tracking receivers using procedures which indicate a differentially corrected positional accuracy of 1 meter or less. All GPS data collected by the contractor shall be differentially corrected. Following data correction, the contractor will then use the corrected files to create shape files. The following Geographic Information System (GIS) Coordinate System will be applied: 11 North (while in Idaho); Datum: NAD 1983 (Conus); Coordinate Units: Meters. If a GPS unit is used to create a site (sketch) map of the site, the corrected positional accuracy shall be 1 meter (approximately 3 ft.) or less.

12-0261-19-Q-0059 Discretionary Rec and Trails Project 2019 Page 9 of 107

The corrected files and shape files will be given to the COR and Forest Archeologist on portable digital media.

Each discovered or relocated cultural site within Idaho shall be documented using Archaeological Survey of Idaho Site Inventory Form. Each site will have as a minimum a Primary Record with photograph, an Archaeological Site Record, a Site Map, and a Site Location Map. The Site Location Map will show only that site location, no other sites will be shown. Isolated artifacts will be described in field notes, on a Sawtooth National Forest Isolate Form, and in the report (table with description and UTMs), and plotted on a separate USGS 1:24,000 scale topographic map.

Each discovered or relocated cultural site shall be mapped at measured scales on separate sheets to allow for sufficient detail and precision to display the provenience of individual features, concentrations of cultural materials, areas of disturbance and significant artifacts. Direction of slope shall be noted on the map. These maps will address sites in their entirety and shall include depictions of all visible features, delineation of boundaries of cultural material, concentrations of cultural materials, and areas of disturbance with keys and legends as appropriate-to describe any graphic conventions used in the depictions. Identified sites will be recorded to their complete extent within the project area. All maps will have a north arrow and scale.

For each site, an Agency Number will be assigned. The Forest Archaeologist will provide a list of numbers. For sites that have been previously recorded, the agency number provided by the USFS Archaeologist will be followed by "Update" (e.g. "SW-1033 (04140401033) Update")

Work Item 005: Produce GIS Shapefiles of Survey Areas (polygons) complete survey based on post-processed and corrected GPS files

Digital files of all GPS and GIS data must be provided to the COR, Forest Archeologist, and Project Inspector for review with the Draft Inventory Report. The spatial files should indicate the locations of the areas surveyed, newly recorded site locations, re-evaluated site locations, and site boundaries.
