905.01_sawtooth_02_15_2018

905.01 Description

Replace this subsection in its entirety with the following:

This work consists of providing certification that the quality and quantity of construction conform to the plans, specifications, and requirements of the contract.

Contractors shall be Professional Trail Builder Association (PTBA) certified or equivalent.

Proof of certification shall be included as part of proposal submittal for evaluation prior to awarding the project.

Follow the requirements of FAR Clause 52.246-12 Inspection of Construction.

Perform all work to the lines, grades, cross-sections, dimensions, and processes or material requirements shown on the plans or specified in the contract.

Incorporate manufactured materials into the work according to the manufacturer’s recommendations or to these specifications, whichever is more strict.

Plan dimensions and contract specification values are the values to be strived for and complied with as the design values from which any deviations are allowed. Perform work and provide material that is uniform in character and reasonably close to the prescribed value or within the specified tolerance range. The purpose of a tolerance range is to accommodate occasional minor variations from the median zone that are unavoidable for practical reasons.

The Government may inspect, sample, or test all work at any time before final acceptance of the project. When the Government tests work, copies of test reports are furnished to the Contractor upon request. Government tests may or may not be performed at the work site. If Contractor testing and inspection is verified by the Government, the Contractor’s results may be used by the Government to evaluate work for acceptance. Do not rely on the availability of Government test results for process control.

Acceptable work conforming to the contract will be paid for at the contract unit bid price.

Remove and replace work that does not conform to the contract, or to prevailing industry standards where no specific contract requirements are noted, at no cost to the Government.

(a) Disputing Government test results. If the accuracy of Government test results is disputed, promptly inform the CO. If the dispute is unresolved after reasonable steps are taken to resolve the dispute, further evaluation may be obtained by written request.

Include a narrative describing the dispute and a proposed resolution protocol that addresses the following:

(1) Sampling method;

(2) Number of samples;

(3) Sample transport;

(4) Test procedures;

(5) Testing laboratories;

(6) Reporting;

(7) Estimated time and costs; and

(8) Validation process.

If the evaluation requires additional sampling or testing be performed, mutually agree with the Government on witnessing procedures and on sampling and testing by a third party laboratory. Use a third party laboratory accredited by the AASHTO accreditation program.

Provide proof of the laboratory’s accreditation for the test procedures to be used. Do not use the same laboratory that produced the disputed Government test results or that produced the test results used as a basis for the dispute.

The CO will review the proposed resolution protocol and may modify it before final approval and execution.

The Government will use the approved resolution protocol test results to determine the validity of the disputed testing. If the Government test results are validated, the Contractor will be responsible for all costs associated with developing and performing the resolution protocol. If the Government test results are not validated, the Government will be responsible for all costs associated with developing and performing the resolution protocol.

If the validity of the Government test results cannot be determined, the Contractor and

Government will equally share all costs associated with developing and carrying out the resolution protocol.

(b) Alternatives to removing and replacing non-conforming work. As an alternative to removal and replacement, the Contractor may submit a written request to:

(1) Have the work accepted at a reduced price; or

(2) Be given permission to perform corrective measures to bring the work into conformity.

The request must contain supporting rationale and documentation. Include references or data justifying the proposal based on an evaluation of test results, effect on service life, value of material or work, quality, aesthetics, and other tangible engineering basis. The CO will determine disposition of the nonconforming work.

Construction

Add the following to the end of the first paragraph under this subsection:

The Forest Service will provide a plan sheet that shows the flagged trail alignment, beginning and ending points, and known trail features to construct along the way. Contractor shall construct a new field-fit trail within a set distance either way of the flagged trail alignment, to be approved by the

CO prior to commencing any trail construction work.

911 – Trail and Prism

911.10.01_sawtooth_02_15_2018

Replace the second paragraph under subsection in its entirety with the following:

911.10.01.

Includes excavation, embankment, and backfill construction required to shape the trailbed, ditches, backslopes, fill slopes, drainage dips, trail passing sections, and turnouts. Also includes the excavation and embankment work required to construct culverts, trail bridges, shallow stream fords and gully crossings, talus and rubble rock sections, switchbacks, and climbing turns.

911.10.04_sawtooth_02_15_2018

911.10.04 Trailway Excavation and Embankment.

Contractor will have the creative freedom of fitting a new trail alignment within a set distance on either side of the Government flagged route, as approved ON THE GROUND by the CO prior to constructing new trail improvements. Contractor shall expect 30-40% side slopes throughout along with areas predominately comprised of rocks and talus sections. Any deviations to the approved ON

THE GROUND route shall be in writing from the CO.

Construct embankments with suitable compacted material. Compact all disturbed soil within the trailbed area.

When encountering rocks, remove surface rocks that are larger than 2 inches at their greatest dimension, and rocks that project more than 2 inches above the surface of the trail tread, when removal can be accomplished by hand or with a mini-excavator using reasonable effort, or when rocks can be pried out with a pick mattock, shovel, pry bar, or similar tool. Where the trailbed consists predominantly of rock with little or no soil present, remove loose rock in excess of 3 inches.

Protruding rocks in trail tread that are too large to be pried out with a pick, bar, or reasonable means with a mini excavator using reasonable effor, shall be removed using a hoe ram or other approved means in accordance with Section 912.60, unless these protruding rocks are approved in writing by the CO to remain in place to create a more desirable trail experience for users.

Contractor shall assume these “to remain in place” instances are limited and provide adequate equipment capable for removing protruding rocks down to the level of the tread surface. Fill any resulting depressions with suitable material and compact by tamping. Also remove any rock within or above the backslopes that is unstable. If rock removed is not needed for other items of work, scatter the rock by side-casting to the lower side of the trailway and beyond the clearing limits and distribute rock to ensure that no blockage of drainage or creation of windrow occurs.

Also ensure that rocks are nested into adjacent soil to render stable condition to prevent rolling down the hillside. Do not dispose any waste material in water courses.

When encountering roots, remove exposed tree roots on or in the trail tread that are greater than

1 inch in diameter, unless these protruding roots are approved in writing by the CO to remain in place to create a more desirable trail experience for users. Contractor shall assume these “to remain in place” instances are limited and remove embedded roots that project more than 2 inches above the trail tread flush with the trail tread. Scatter removed roots on the lower side of the trailway beyond the clearing limits and outside of water courses.

Leave the finished slope in a uniform and roughened condition.

911.10.05_sawtooth_02_15_2018

911.10.05 Trailbed Finish.

Contractor shall render entire trailbed excavated to the required slopes/grades AS SHOWN ON THE

PLANS and compacted so no vertical displacement or rutting is observed. With the exception of talus trail sections and shallow ford crossings, all remaining work associated with finishing the trailbed to have a smooth, uniform finish will be performed by others.

912.60.02. Contractor shall notify the CO prior to commencing work on trail sections through rock outcropping or locations where large rocks are present. The CO will make the determination as to whether this rock removal work exceeds the customary reasonable removal effort noted in Section 911.10.04. If so, limits will be determined and agreed to by the CO and the Contractor ON THE GROUND prior to beginning work.

Following rock removal, fill any resulting depressions with suitable material and compact by tamping. If rocks removed are not needed for other items of work, scatter the rock by side-casting to the lower side of the trailway and beyond the clearing limits and distribute rock to ensure that no blockage of drainage or creation of windrow occurs. Also ensure that rocks are nested into adjacent soil to render stable condition to prevent rolling down the hillside. Do not dispose any waste material in water courses.

Maintain trail tread to the width as SHOWN ON THE PLANS.
