About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) re-opening a solicitation for an open-season Onboarding period. The USDA Forest Service, National Interagency Fire Center in Boise, Idaho is re-opening Solicitation 12024B25Q7001 for vendor quote responses due no later than April 14, 2026 at 17:00 MDT. The solicitation pertains to GIS Unit services for Region 13 to support local, regional, and national fire suppression and all-hazard incident response. This amendment re-opens the original solicitation as an amendment to allow for continued Onboarding in accordance with Exhibit F - Special Contract Requirements. The Onboarding is not a new procurement action but operates under the terms of the original solicitation and applies to a Multiple Award Incident Blanket Purchase Agreement (I-BPA) issued as a 100% Small Business Set-Aside.

Award decisions during the open-season Onboarding period will use the same evaluation factors and sub-factors as the original solicitation. All proposed resources must meet the criteria established in the original solicitation. New I-BPA awards resulting from Onboarding will be identical in terms and conditions to the original agreements. The Government will review industry feedback, and while significant changes to evaluation factors or contract terms are not anticipated, any new vendors meeting all eligibility requirements may submit quotes for consideration. After the Onboarding and annual review/rollover processes are complete, newly awarded Contractors or newly accepted resources will be eligible for dispatch and BPA Calls in accordance with the ordering procedures in the agreements.
