About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the USDA Forest Service, National Interagency Fire Center in Boise, Idaho.

The amendment reopens Solicitation 12024B24Q7003 for an open season Onboarding period, with vendor quote responses due by April 30, 2026 at 5:00 PM MST. Vendors must submit responses through the VIFR NextGen application at https://www.fs.usda.gov/business/incidents/vendorapp.php. The original solicitation, issued by the USDA Forest Service, requires vendors to provide Mobile Sleepers for Region 13 to support local, regional, and national fire suppression and all hazard incidents. The amendment reopens the original solicitation to conduct Onboarding in accordance with Exhibit H - Special Contract Requirements. This is not a new procurement action but operates under the terms of the original solicitation as an amendment. The onboarding period will run concurrently with the USFS Contracting Officer's annual IBPA review (Rollover modification process). Award decisions during open season Onboarding use the same evaluation factors and subfactors as the original solicitation. All new IBPA awards issued through Onboarding must be identical to original awards in terms, conditions, and period of performance. New quote submissions must meet all Acceptability Pass/Fail requirements and be evaluated using the original solicitation's evaluation factors. Newly awarded contractors or accepted resources added to existing agreements will be eligible for dispatch and BPA calls in accordance with the agreements.
