DESCRIPTION OF SUPPLIES/SERVICES IDENTIFIED IN BLOCK 20
1. The Phase 2 lands to be cruised extend over a distance of about 190 miles from Sitka in the northwest to Shelter Cove in the southeast. The total size of the lands included in Phase 2 is approximately 34,000 acres, but only 8,789 acres must be cruised. Areas to be cruised, acreage, locations, boundaries, plot spacing and log sorts are shown on contract attachements see: List of Contract Documents, Exhibits or Attachments.
2. Confidentiality – The timber cruiser may provide information about the assignment, results, or portions thereof only to the Forest Service review appraiser, USFS Measurement Specialist, or Regional Appraiser. Data may only be provided from the timber cruiser to the assigned Review Appraiser, USFS Measurement Specialist or the Regional Appraiser. The Regional Appraiser will control any subsequent distribution of data, reports, summaries, or reviews. Any requests for information shall be referred to the Contracting Officer and the Contracting Officer’s Representative, including all inquiries under the Freedom of Information Act.
3. Timber Cruise Plan –Prior to commencing field work, the contractor must provide a written timber cruise plan describing the details of the planned field work, to the COR. Applicable requirement details are shown below, particularly under “Cruise plots and count plots.” The standards to be applied are the typical private-industry standards for the Southeast Alaska market. The Forest Service’s assigned measurements forester, and the appraiser’s forester, will review the cruise plan for adequacy and appropriateness. Any needed revisions must be incorporated into the cruise plan.
4. Timber Cruise specifications:
a. Statistical Accuracy: +/-10% sampling error at 1 standard deviation.
b. Cruise type: Variable Plot utilizing a 40-factor prism (relascop), sighting at d.b.h.
c. Plot spacing as identified for each area in the attached table.
d. Old growth top size will be 40% of diameter inside bark at d.b.h., minimum top diameter of 6 inches.
Second growth top size will be a minimum of 6 inches.
e. Cruise area and timber acres will be calculated by GIS and field checked by plot spacing.
f. Logs will be graded according to the NW Log Rules Advisory Group Official Log Scaling and Grading
Rules with long log volume calculated in Gross and Net Scribner by log grade and log sort. Logs will be cruised using variable log lengths.
g. Export log sort specifications typical of Southeast Alaska will be used for assigning log sorts. (attached hereto, and may be refined prior to beginning field work).
h. Timber cruise standards and procedures will be typical of Southeast Alaska timber.
5. Timber Cruise calculations: Data and calculations must utilize the Atterbury Timber Cruise Program
6. Cruise plots and count plots:
a. Plots will alternate between cruise and count plots, at a 1:1 ratio, and must be identified in the timber cruise plan, prior to cruising.
b. Individual plots must be monumented with a stake to designate plot center. The stake shall be wrapped in red and white striped flagging placed at plot center with the plot number, date, and cruisers’ initials. At least four additional flags must be set around the plot, approximately 20 feet from the plot center and 5-7 feet above ground, to help in re-location for checking.
c. Cruise lines run generally in cardinal directions (East-West or North-South), however it is permissible for the Contractor to orient cruise strips differently based on terrain or cruise area orientation. This orientation must be shown in the cruise plan.
d. Plot data will be used to stratify timber types – cruise report must include a type map.
7. Defect Identification:
a. Visible defect: The cruiser must estimate defect based on indicators identified while observing the bole of the tree.
b. Hidden defect: A hidden defect factor appropriate to local conditions will be applied at the discretion of the appraiser.
8. Utilization standards: A merchantable log will be a log that meets the requirements for a number four sawlog with a minimum 50 board feet. Utility logs will be recorded and reported.
9. Note: North and West Naukati, Petersburg, and Wrangell contain areas of older second growth timber (50-70 years since stand origin) within designated cruise areas. These areas must be shown on a type map.
10. All Cruise Units:
a. Old Growth
(1) Use 40 BAF prism or relascop.
b. Second Growth timber Units:
(1) Use 20 BAF Prism or Relascop (40 BAF is acceptable if 4 to 6 trees per plot is achievable).
11. FOR ALL AREAS CRUISED:
a. Cruise reports:
(1) You must provide a brief narrative for each area cruised describing general timber quality and any operational constraints observed by cruisers.
(2) You must provide a timber cruise report for each entire parcel.
(3) You must provide timber cruise reports for each area cruised within parcel. (separate report for old growth and young growth areas).
(4) At appraiser’s option, you must provide up to three cruise reports based on appraiser’s reconfiguration of plot data and an individual plot report for each cruise area. The purpose of such reconfiguration would be to address feasibility or other highest-and-best-use concerns.
(5) You must provide GIS files of plot locations.
b. Final Report: You must submit the developed timber cruise data to the assigned Forest Service review appraiser. Delivery of the final data report must be within 90 days after the contracting officer’s Notice to Proceed. Data files from the Atterbury timber cruise software must be included. After the timber cruise is completed, the Forest Service may conduct a check-cruise in order to ascertain whether or not the timber cruise complied with the contract and followed the cruise plan that was submitted for review. The review appraiser will coordinate review of the timber cruise data for acceptability.
12. Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP)
a. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP).
b. "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
