SYNPOSIS AND CRITERIA
The USDA Forest Service Region 10 Regional Office is seeking qualified firms to provide professional landscape architectural and engineering services on an as‐needed basis for Forest Service owned or managed lands and facilities located within the Tongass and Chugach National Forest.
SCOPE OF SERVICE: (a) It is the purpose of this indefinite delivery contract to secure, on an individual order basis, professional services for landscape architectural work. Civil, environmental, geotechnical, and/or structural engineering work, surveying, and/or graphic design work may be incidental needs of individual orders. (b) Work may consist of any or all of the following: land use assessment and development, circulation and facility planning, land surveying, siting, design, and presentation;
preparation of construction documents; and construction assistance on Forest Service owned or managed sites and facilities. Typical sites and facilities will be recreation‐related such as, but not limited to, camping and picnic grounds, toilet facilities, potable water, trails, boat docks, cabins, and wildlife viewing platforms, but may also include sites associated with other constructed features such as administrative offices, crew quarters, multi‐use facilities such as small Visitor Information Centers with offices, staff housing, warehouses, etc. The work may be for development of new sites, construction of new facilities, and/or evaluation, renovation, major repair, or alteration of existing sites and/or facilities.
Individual task orders may be for work located in sites that range from remote to urban.
National Environmental Policy Act (NEPA) work may also be required. The work will require varying levels or resource analysis, field investigations, public involvement, interdisciplinary alternative development, analysis of public comments, and preparation of camera ready documents.
Scope of work consists of any or all of the following:
TITLE 1 SERVICES: Assessments, studies, engineering reports, surveys, design narratives, site plans, preparation of conceptual and preliminary designs, liaison with other agencies such as State Historic
Preservation Office (SHPO), National Park Service (NPS), State of Alaska, cities and boroughs, etc.
TITLE 2 SERVICES: Preparation of construction documents for bidding and contract award (design drawings, grading plans, specifications, cost estimates, etc.).
TITLE 3 SERVICES: Construction inspection, site visits, consultation, review of submittals, and shop drawings, preparation of construction contract modifications, and other construction assistance as needed.
NEPA SERVICES: Scenery Management System analysis for construction of recreation facilities, trails, and other forest management activities.
The Forest Service anticipates awarding up to two indefinite quantity indefinite delivery contracts with a one‐year performance period with options for four additional one year periods. Contracts will have a
Not‐to‐Exceed value of $900,000 over the life of the contracts, including any option periods. Firms responding to this notice should be prepared to provide the full range of landscape architect and engineering services using in‐house capacity or sub‐consultant agreements. Work under this contract will be subject to satisfactory negotiation of individual task orders. The price of any single task order will be at least $2,500. Contract awarded will have a guaranteed minimum order of $5,000 for the life of the contract.
EVALUATION. Evaluation will be conducted in accordance with FAR Subpart 36.6. After the evaluation and ranking process, an IDIQ contract will be negotiated and awarded to the two firms ranked as the most highly qualified. If the Government and the contractor cannot come to terms and negotiate a contract agreeable to both parties, the Government will cease negotiations and negotiate with the next highest ranked offeror.
SUBMISSION REQUIREMENTS. In response to this announcement, qualified firms shall submit the following: a) One (1) original and two (2) copies of SF 330 for the prime offeror (which also includes a completed Part II for the firm and key sub‐consultants) addressing subsequent selection criteria information; and b) one electronic copy of the complete SF330 (submitted on digital media storage such as USB flash drive or compact disc), in Adobe Acrobat format. The submission shall be well written in a clear concise style and limited to 50, single sided 8.5x11 pages with a minimum font size of 10.
EVALUTION CRITERIA (listed in order of importance).
1. Professional qualifications necessary for satisfactory performance of required services: All design work, including preliminary work, shall be performed by or under the direct supervision of professional Landscape Architects, licensed in the State of Alaska. Incidental civil, environmental, geotechnical, and/or structural engineering, and land survey work shall be performed by or under the direct supervision of professional Architects, Engineers, and Land Surveyors, licensed in the State of Alaska. Landscape Architects shall be qualified by education and experience to design recreation sites and facilities and to perform other non‐urban and/or wildland planning, siting, and design. Engineers shall be qualified by education and experience to design roads, civil, and architectural systems associated with non‐urban and/or wildland sites and facilities. Incidental graphic design shall be performed by design professionals qualified by at least five (5) years experience to perform interpretive planning and design.
Submission Requirements
Describe the firms and the teams' organization and management process. Provide an organization chart that identifies the overall relationship and lines of authority of the proposed team. Include firm names, key personnel and their discipline/specialty.
Provide brief resumes for the core team members. Each resume shall include a maximum of five specific completed projects that best illustrate the team members experience relevant to this contract.
Provide a brief description of the team's technical and/or management expertise in the use of creative and innovative approaches to providing services described above.
2. Specialized experience and technical competence in recreation‐related work in non‐urban and/or environmentally‐sensitive locations.
Submission Requirements
Describe the team's experience with projects similar in scope and size as described above.
Outline the firm's approach and experience working in non‐urban and/or environmentally sensitive locations.
Document the ability to handle projects with multiple end‐users and complex conflicting requirements, and successfully develop innovative approaches.
Describe the core team and their efficient use of consultants to bring expertise in at appropriate times.
3. Past performance on contracts with Government agencies and private industry in terms of: cost control (designing within established funding parameters); cost estimating (relationship between design cost estimates and final construction costs); quality of work (project and client references for, or site visits to, similar work); compliance with performance schedules (project and client references);
and teamwork of prime with subcontractors identified for this contract.
Submission Requirements
Discuss firm's past performance working with federal government entities and standards, or similar relevant projects with other entities. Provide examples of work the core team has done together.
Provide a detailed narrative of up to ten (10) maximum relevant projects (not ten projects for each firm or consultant), completed within the last five (5) years, that best illustrate overall team’s experience relevant to this contract scope. List projects that demonstrate the team's experience with projects of similar size and scope as those that may be performed under this contract.
Address the QC processes for checking and verifying plans and designs for errors, omissions and quality, documenting decisions, and incorporating and tracking review comments and completion of milestones.
Provide contact information for projects referenced in this section.
4. Capacity, considering depth and breadth of staffing skills, current workload, and future commitments, to accomplish the work in a specified timeframe.
Submission Requirements
Indicate the firm's present workload and the availability of the project team including sub‐ consultants/contractors for the specified contract performance period.
Describe experience in successfully delivering projects per performance schedule, providing timely support, and successfully completing projects with similar delivery dates. Past performance on contracts with Government agencies and private industry in terms of cost control and compliance with performance schedules. Points of contact provided in other criteria may be contacted.
5. Location in the general geographical area of the Contract work and knowledge of the locality of the project, provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the Contract.
Submission Requirements
Describe and illustrate the team's knowledge of and experience with design approaches, construction materials, codes/ordinances, costs, remote locations, and other conditions unique to the remote Alaska.
Qualified firms, regardless of size, are invited to submit Standard Form‐330, Architect‐Engineer
Qualifications, Parts I and II, not later than the 10:00 a.m. local time, July 7, 2020, to Federal Building, Alaska Region Regional Office, 709 W. 9th Street, PO Box 21628, Juneau, AK 99802‐1628, ATTN: Della
