3. Add the following required submittals:

Submittals:

• If the contractor’s proposed approach is drastically different from the government’s sample/suggested design, then the contractor shall submit a proposed shop drawing of the cradle to the COR no later than 14 calendar days after award.

• A final submittal of the shop drawing is due no later than 21 calendar days after award.

4. Replace FAR 52.212-1, Instructions to Quoters – Commercial Items addenda in the RFQ with the following:

52.212-1, Instructions to Quoters – Commercial Items (Mar 2020) Addenda: In addition to the requirements in the basic provision, please submit a short narrative addressing the following:

1. TECHNICAL APPROACH: This factor will help the Government assess how you plan to perform the work.

Submit short narrative telling us about:

a. Your planned approach to building the cradle and any major/significant differences between your anticipated plan and the sample plans included with the RFQ,

b. Your skills and those of your team (skills that make you the best choice to perform this work),

c. Your proposed project schedule including major milestone dates for accomplishing work within the period of performance,

d. Your plan to keep yourself, your workers and individuals in the communities where you work (including

Wrangell) safe. Describe your efforts to prevent the spread of the Coronavirus (COVID-19) including https://www.fs.usda.gov/Internet/FSE_MEDIA/fseprd505795.jpg

12010920Q0102 – MV Chugach Cradle Page 3 of 4 your plan to adaptively comply with current and future State of Alaska COVID-19Health Mandates along with any other Federal, State or Local requirements. In other words, how do you intend to comply with existing requirements and maintain flexibility to comply with changes as they occur. Information to support evaluation of this factor may include a copy of your company’s safety plan (including response to COVID-19) and, if travel is anticipated, a copy of your travel plan or protocol (indicate whether the plan is a draft or whether the plan has already been submitted) as required by the State of Alaska. 2. RELEVANT PAST PERFORMANCE/RELEVANT EXPERIENCE: The Government requests that responses to this evaluation factor be limited to the attached form “Relevant Experience Evaluation Form” and limit one project per form to be included as attachments to your quote. The Government may obtain and evaluate Past Performance and Experience information from sources other than those identified in the quote.

The information you submit will be used to evaluate both Past Performance and Experience (experience is a measure of what you have done while past performance is a measure of how well you did it).

Submit 3-5 relevant projects on the “Relevant Experience Evaluation Form”, along with contact information so the government may contact your prior customers to evaluate past performance. Information should include the project name, location, description of the work, dollar value and name/phone/email of project owner representative. Include information about your experience (either as a prime or sub-contractor). You may also include project photos or other information related to experience and capability if desired.

“Relevant” is defined as work similar in nature to this requirement that demonstrate complexity in building and crafting custom structures out of wood capable of supporting a heavy load, or carpentry work relevant to marine facilities or dry dock boat stabilization and storage structures; shipwright, or similar carpentry relative to marine type projects; and work involving coordination with multiple contractors in the working vicinity, etc.

At LEAST two (2) of the projects must have been for carpentry relative to heavy timber construction type projects.

3. PRICE: Please submit a filled-in Schedule of Supplies/Services from Page 2 above.

This information will be used by the Government for evaluation (see Evaluation of Quotes below).

5. Replace Evaluation of Quotes Section in the RFQ with the following:

Evaluation of Quotes:

Evaluation of quotes will be conducted using Simplified Acquisition Procedures in accordance with 13.106-2 Evaluation of Quotes. The Government intends to award one contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation represents the best value to the Government.

Quotes received will be evaluated as described below:

1. Technical Approach: When evaluating this factor, the Government will assess the following:

a. whether the proposed approach is likely to successfully accomplish the project. Quotes that do not fully describe the proposed approach will be evaluated less favorably.

b. whether personnel on the team have skills necessary to complete the project. Key personnel can be the owner, foreman and a technical advisor such as a person with experience working with boat blocking.

c. a proposed project schedule to determine if the identified milestones and timeline present a logical sequence that will likely result in timely completion of the project. Quotes that do not present a sufficiently detailed project schedule will be evaluated less favorably.

d. the degree to which company plans will provide a safe work environment for employees and https://covid19.alaska.gov/

12010920Q0102 – MV Chugach Cradle Page 4 of 4 community members while meeting the requirements of State of Alaska Health Mandates as well as other Federal, State and Local requirements in both an adaptive and practicable manner.

2. Relevant Past Performance/Relevant Experience: When evaluating this factor, the Government defines

“Relevant” as work similar in nature to this requirement that demonstrate complexity in building and crafting custom structures out of wood capable of supporting a heavy load, or carpentry work relevant to marine facilities or dry dock boat stabilization and storage structures; shipwright, or similar carpentry relative to marine type projects; and work involving coordination with multiple contractors in the working vicinity, etc.

Relevant Past Performance: Past Performance is a measure of the degree to which the quoter (including major subcontracts) has satisfied previous customers and complied with Federal, state, and local laws and regulations. The Government will evaluate past performance based on an assessment of the quality of past work and your reputation with your customers and others.

The Government will contact your previous customers to ask whether or not they believe:

(1) That your work met required standards of quality;

(2) That you were capable, efficient, and effective;

(3) That your performance conformed to the terms and conditions of your contract to include adherence to schedule;

(4) That you were reasonable and cooperative during performance; and

(5) That you were committed to customer satisfaction.

The Government may obtain and evaluate Past Performance information obtained from sources other than those identified in the quote. The Forest Service will utilize existing databases of Contractor performance information and solicit additional information from the references provided by the Quoter and from other sources if, and when, the Contracting Officer finds the existing databases to be insufficient for evaluating a Quoter’s Past Performance.

A Quoter’s Past Performance will not be evaluated favorably or unfavorably when:

• The Quoter lacks relevant performance history, or

• Information on performance is not available.

Relevant Experience: The Government will assess your relevant experience on the basis of its breadth and its depth (how much and what type of work you and your firm have performed).

3) Price: When evaluating this factor, the Government will evaluate price for reasonableness in accordance with FAR 13.106-3(a).
