Proposals may be submitted electronically through Bonfire or as hardcopies to 1111 Fannin, 12th Floor, Houston, TX 77002 by the deadline stated on the Bonfire Opportunity platform. All hardcopy submissions must be typed, single-spaced, printed single-sided on 8.5" by 11" paper, with each section starting on a new page and separated by tabbed dividers. The evaluation committee will assess proposals based on firm experience and qualifications (30%), firm capacity and resources (25%), organization and project methodology (25%), and pricing (20%). Vendors must demonstrate at least five years of experience providing similar services and provide evidence of three successful past projects demonstrating cost control, quality work, and on-time performance. All proposals become the property of Harris County and are subject to the Texas Public Information Act upon award. Vendors may request confidential treatment of sensitive data by clearly marking such information. Invoices will be submitted monthly upon completion of deliverables and sent to the Harris County Auditor's Office or via email to VENDORINVOICES@HCTX.NET. Services and products require a purchase order signed by the Harris County Purchasing Agent before work begins. Any subcontractors must be approved in writing by Harris County, and if the total contract amount exceeds $25,000 and subcontractors are used, a payment bond for the full contract amount is required. Vendors are prohibited from contacting Harris County personnel or making unauthorized site visits without express permission from the Harris County Purchasing Agent, and any unauthorized contact may result in disqualification.
