About this file
This is a Special Requirements and Instructions document for a Request for Qualifications (RFQ) issued by Harris County, Texas for the Planning, Sustained Development, Resource Management, Maintenance, Safety, and Beautification of Parks and Multiuse Trails in Harris County Precinct 1. The RFQ seeks qualified firms to develop a Parks and Trails Master Plan with experience in complex master planning, green stormwater infrastructure integration, stakeholder engagement, and climate-positive design practices. Proposals must be formatted according to specific requirements and submitted via Bonfire, organized into nine sections including transmittal letter, firm experience and qualifications, pricing information, proposed key personnel, capacity to perform, project management approach, interview preparation, legal documents, and miscellaneous information. The evaluation process will be conducted by a Harris County evaluation committee, with selected vendors expected to participate in interviews and potentially site visits. Award will be made to a single vendor or, if in the County's best interest, to multiple vendors designated as Primary and Secondary. Harris County Commissioners Court must approve any award before contract execution.
The RFQ is evaluated on demonstrated competence and qualifications with pricing considered fair and reasonable under Texas Government Code 2254.003. Evaluation criteria are weighted as follows: Firm Experience and Qualifications (15%), Proposed Key Personnel (25%), Capacity to Perform (15%), Project Management and Approach (25%), and Interview (20%), totaling 80 points in the initial evaluation phase, with up to 20 additional points awarded based on interview performance. Key personnel requirements include a Lead Planner/Program Manager with eight years of experience, architects and landscape architects with eight years of complex project experience, engineers with civil engineering and green infrastructure expertise licensed in Texas, and a stakeholder engagement consultant with eight years of government project experience. Proposers must demonstrate ten years of successful fast-tracked project experience, ability to manage 10-15 stakeholder groups, experience with federal funding programs, and commitment to climate adaptation, sustainability, equity, and innovative maintenance practices. Compensation will be provided on a monthly milestone or progress-payment basis with invoices submitted upon completion of deliverables. If subcontractors are utilized and the contract exceeds $25,000, a payment bond equal to 100% of the proposal amount is required. All proposals remain valid for six months after the RFQ due date or until Harris County executes a contract.
