About this file
This document is a responses to exceptions and approved equal requests for RFQ-17A-081204000000000000394 issued by the State of Maine Department of Transportation (MaineDOT) for a 12-passenger center aisle van, dated January 5, 2009. The solicitation requests one vehicle with specific technical and safety requirements, including dimensions (overall height not to exceed 85 inches, interior height not less than 52 inches), a roll stability control feature, a 135-amp alternator, passenger windows, flooring systems, a rear safety sensor system, and a two-way radio. The document addresses bidder requests for approved equal substitutions and specification clarifications submitted during the bidding process.
MaineDOT denied the request to accept lead weights as an alternative to the specified safer material requirement and will not accept vehicles with lead weights. The agency approved multiple equal product substitutions, including Mor-Ryde for roll stability control, a 120-amp alternator for the E350 Ford chassis, Ford OEM passenger windows, Altro rubber flooring with alternative thickness specifications, and a Ford OEM rear bumper safety system in lieu of the Echo Vision Sensor System. MaineDOT clarified that flooring materials will be accepted if they are the only type offered by the factory or conversion company, provided detailed information is submitted on all subflooring and flooring materials used. Regarding two-way radio specifications, MaineDOT indicated it would accept an estimated price as an option pending identification of end-user agencies. For any additional units ordered beyond the initial purchase, bidders must maintain the original bid price for one year, with responsibility to provide written proof of chassis price increases from the original equipment manufacturer if additional orders cannot be placed within that timeframe. MaineDOT awards contracts based on lowest responsive bidder consideration, evaluating bid price, specification compliance, product support, vendor history, and delivery capability.
