PERFORMANCE WORK STATEMENT

Contract between the Bureau of Reclamation and the Museum of the Great Plains for

Curation of Museum Property under Reclamation Control

1. BACKGROUND

The United States Bureau of Reclamation (Reclamation) is a federal agency under the U.S. Department of the

Interior, which oversees water resource management, specifically as it applies to the oversight and operation of the diversion, delivery, and storage projects that it has built throughout the western United States for irrigation, water supply, and attendant hydroelectric power generation. Reclamation projects are in the 17 western states.

The Oklahoma-Texas Area Office (OTAO) falls within the Missouri Basin and Arkansas-Rio Grande-Texas

Gulf Region that includes Montana, North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, and portions of

Wyoming, Colorado, and Texas. OTAO’s main office is in Austin, Texas, with a field office in Oklahoma City, Oklahoma. The OTAO is responsible for 11 Reclamation projects encompassing 190,000 acres in Oklahoma, Texas, and southern Kansas.

The purpose of this contract between the Bureau of Reclamation (hereinafter called “Reclamation”) and the

Museum of the Great Plains (hereinafter called “Repository”) is to provide storage for Reclamation owned archeological and paleontological museum property collections (hereinafter called “collections”) that are currently at the Repository or for collections that might be added in the future. Reclamation is legally responsible for and committed to protecting and managing these irreplaceable collections for current and future generations for research and study, and to understand and appreciate. There are approximately 1.5 million artifacts controlled by Reclamation in the collection at the Repository. Many of the artifacts are from

Reclamation’s McGee Creek project; others are from Reclamation’s Foss, Fort Cobb, Mountain Park, Norman, and W.C. Austin projects in Oklahoma, and the Cheney Project in Kansas. The Native American Graves

Protection and Repatriation Act (NAGPRA) collection items are and will be housed at the Repository until repatriation to the appropriate Tribes under NAGPRA.

In its current condition, the Reclamation accessioned collections at the Repository’s location total approximately

360 cubic feet of materials and nine file cabinets (135 linear feet) of records. The collection is in a locked and secure area, with access by Repository staff only. The collection will be housed on shelves and in file cabinets purchased by Reclamation. Reclamation will have sole use and control of these shelves. It is possible that the amount of space needed to store the Reclamation collections will increase and or decrease due to 1) repackaging; 2) identifying previously unknown Reclamation collections among the current holdings; or 3) adding additional Reclamation-controlled materials and their associated records to the existing Reclamation collections or transferring collections to another repository. Changes in collection volume or linear size impacting the Repository’s space allocated to Reclamation will be addressed by mutual agreement through modifications to this Contract.
