About this file

This is a technical specifications document for a raw waterline cleaning project issued by the City of Lubbock, Texas. The project involves pigging and cleaning 50 miles of raw water pipeline, specifically 22 miles of 42-inch diameter pipeline from the Lake Alan Henry pump station to the Post booster pump station, and 29 miles of 48-inch diameter pipeline from the Post booster pump station to the South Water Treatment Plant. The project is scheduled to be performed between November 2025 and February 2026 during the City's low flow season, with a contract duration of 25 calendar days from the Notice to Proceed. A pre-proposal meeting was extended to October 15, 2025, at 10AM CST, and the proposal closing date is October 23, 2025, at 2:00 p.m.

The City of Lubbock will provide a crew to perform the labor, while the contractor will provide a small crew to perform testing, provide direction, and supply necessary equipment and materials. The contractor is responsible for selecting and providing pipeline pigs, developing a comprehensive pigging guide, and ensuring the pipeline achieves a Hazen-Williams roughness coefficient "C" value of 100 or as mutually agreed. The project includes liquidated damages of $200 per day for each day exceeding the 25-day completion limit. Bond requirements have been eliminated for this project, and updated specifications were issued on October 10, 2025. The contractor must coordinate closely with the City, minimize environmental impact, and ensure the pipeline is cleaned efficiently and put back into service immediately after cleaning.

DIVISION 33 UTILITIES

SECTION 33 01 10.54 CLEANING OF WATER UTILITY PIPING

1. GENERAL

1.1. SUMMARY

A. The work described within this specification details the cleaning of a raw water line using a pigging procedure. The end result constitutes a clean water line free of debris and growth. A clean line ensures a smoother flow and less strain on the pumps due to the lower friction that results from the pigging procedure.

B. The City of Lubbock will provide a crew to perform the labor, and the contractor shall provide a small crew to perform testing, and give direction and guidance throughout the work specified herein.

C. The C value mentioned below in Section 33 01 10.54.3.3.3 Testing is referencing the Hazen-Williams roughness coefficient. The Hazen-Williams roughness coefficient “C” is calculated using the following formula.

  2,466 ∗ ∗ Where:

C = Hazen-Williams roughness coefficient Q = Quantity of flow in a pressure conduit, MGD (m3/day) D = Nominal diameter of the pipe, in. (mm) H = Head loss, ft. (m) of water L = Length of pipe, ft. (m)

For a clean interior pipe, the roughness coefficient “C” should be 100, per AWWA M28.
