About this file
This is a Scope of Work document from the Randall County Office of Emergency Management for the Installation of Outdoor Warning Sirens. The project involves adding four new Federal Signal 508 outdoor warning sirens with associated equipment across different locations in the county, including sites on W. Country Club Rd, Corner of Pueblo Trl and Choctaw Trl, Whitaker Rd, and W. Sundown Lane. Each installation requires a 50' metal pole, siren, controller, battery backup box, solar panels, and associated wiring, with all equipment to be transported from the City of Amarillo Service Center. The contractor must be licensed to do electrical work in Texas and follow manufacturer installation instructions, including burying the siren pole at least 10 feet deep and installing two ground rods at each base.
Proposals must include three professional references, qualifications demonstrating previous experience with similar projects, and a detailed pricing itemization. The award will not be based solely on the lowest bid, but will consider the bidder's previous experience, reputation, and qualifications. The project requires solar-powered installations with no commercial power needed, and the contractor will be responsible for providing all labor, wire, equipment, grounding rods, ground clamps, and miscellaneous fittings. A pre-construction meeting will be required, and the contractor will coordinate with a certified Federal Signal technician who will handle technical configuration and programming. No lay-down yard is available, though the City of Amarillo Service Center can be used for temporary equipment storage at the contractor's risk.

Contractor shall coordinate with the Office of Emergency Management's designated siren technician, who is certified through Federal Signal, for all aspects of siren installation, testing, and commissioning. The certified technician will perform all technical configuration and programming; therefore, the contractor shall exclude these services from their scope of work. We will require a pre-construction meeting, with each location of siren marked with a circle and an X inside spray painted on the ground. Each siren will need to be in a right-of-way and be accessible by bucket truck for maintenance. No siren will be placed on private property.
The Sirens are to be installed on a right-of-way to allow access to our siren maintenance truck and are as follows:

Seven of the new 50’ direct bury metal poles, Federal Signal 508 sirens, controllers, battery boxes, and solar panels will be located at the City of Amarillo Service Center located at 800 SE 23rd. The Contractor will be responsible for transporting all identified new poles, siren heads, batteries and control boxes, solar panels and other required equipment from the stored locations to the various work locations.
The new siren poles are directly buried per the manufacturer’s instructions, (see the manual.) Two (2) ground rods to be driven at the base of each siren pole, per the manufacturer’s specifications.
The siren is connected to solar power. Each installation is to include wiring and installation of solar panels, along with all manufactured requirements for installation of solar panels. The Contractor will provide all labor, wire, equipment, grounding rods, ground clamps, and other miscellaneous fittings needed for installation.
No lay-down yard is available. The Contractor may use the area at the City of Amarillo Service Center for temporary lay down, but the City is not responsible for Contractor’s equipment.
