The purpose of this modification is to incorporate the following:
1. Request concept papers for Central America region as described below by 14 May 2012 for first round consideration:
Central America region:
Introduction Military populations are characterized as at increased risk for HIV and other STIs.
DoD/PEPFAR and its partners support militaries in the Central America region (El Salvador, Nicaragua, Guatemala, Honduras) through capacity building for prevention integration into routine military training, access to quality HIV testing and counseling, quality care for people living with HIV (PLHIV) and use of data to inform and implement evidence based programming.
HVOP/HBHC $185,000
Concept papers are requested that address the development of an interface to ease, enhance, and ensure delivery of the standard package of prevention for HIV positive clients (PwP) with monitoring and systems to track the delivery of PwP and an evaluation to test its efficacy
HVCT/HVOP $200,000
Concept papers are requested that address the development of an interface to improve the provision of quality posttest counseling, to capture behavioral data that will assist in the development of individualized risk reduction plans, quality assurance strategies to evaluate client-centered experiences, a monitoring system to track delivery of post test counseling and an evaluation to test its efficacy
HVSI $330,000
Concept papers are requested that address the biologic and behavioral surveillance surveys- Strategic information is a key component of providing HIV prevention programs with population-specific risk factors. In each Defense Force, the implementing partner will assist with the collection, analysis, and dissemination of results for mixed methods endeavors aimed at informing HIV prevention programming. All submissions should align with DHAPP’s strategic information efforts.
Implementing partners should include key personnel with a successful record of conducting scientific endeavors with uniformed services, a record of successful experience with dual ethics review processes, and experience in conducting mixed methods protocols with military personnel in the region. In addition, secondary analysis of survey data should be addressed. Efforts should be made in training and technical assistance to synergize efforts and resources across countries. Submissions will be accepted for any combination of the three categories of effort above.
